If a public health emergency is declared, 3.If an emerging disease appears in Missouri.Hours: 8 AM - 5 PM, Some travel may need to occur beyond these hours or specific situations may require working beyond the regular business day of 8 AM - 5 PMTravel requirement: One of the first projects for this team will involve travel to various locations in Missouri in order to provide training to local public health agency and other users of the new reportable conditions' application. This application is being implemented in a phased approach, with target dates of late August 2024, late October 2024, and early February 2025. In the timeframe leading up to each implementation travel may be more frequent. Staff may also travel outside of these timeframes to provide additional training/support. Later projects may also involve travel.Typical qualifications: Bachelor's degree and 6 or more years of relevant experience. (Substitutions may be allowed.)Role Brief:This is a professional supervisory position in which employees are experts in a specific public health related field. Employees administer national grants and represent the state as a subject matter expert on a national platform to inform program policy. At this level, employees develop programs to respond to legislative and government mandates, draft and propose changes to current programs, or identify program needs (e.g. immunization, drinking water programs) to a legislative body. Employees also coordinate work and processes of others carrying out activities related to one's area of expertise. This may include overseeing implementation of grants to ensure adherence to set policies and expectations.The Incumbment must have: Ability to clearly communicate verbally and in writing to diverse individuals with widely varying levels of technical skills Ability to present information to diverse groups Ability to represent the Missouri department to key stakeholders in a professional and respectful manner Ability to quickly learn and use technical applications Ability to provide responsive customer service to diverse individuals Ability to utilize communication software such as MS Teams, WebEx, etc., in order to communicate with stakeholders and others Ability to understand and follow department policies and procedures as applicable to work performed Ability to navigate and use network drives for shared work Attendance and punctuality in accordance with department policies as this team will be public-facing Ability to utilize own transportation to travel to department offices and training locations throughout Missouri Knowledge, skills & abilities: In addition to those identified in the previous levels: Knowledge of the programs and objectives of a state health agency. Ability to analyze and evaluate policies and operations and formulate recommendations.Reports To: SMWC Training/Support Manager.Specific Position Description Must be able to clearly communicate both verbally and in writing to diverse individuals with widely varying levels of technical skills. Must be able to represent the Missouri Department of Health and Senior Services to key stakeholders in a professional and respectful manner. The initial focus for this position will be the ShowMe WorldCare (SMWC) implementation. SMWC is a comprehensive reportable conditions surveillance/registry, contact tracing, outbreak tracking, and case management system that will replace three current applications (WebSurv, EpiTrax, and EnvSurv). SMWC will be utilized by state and local public health agency staff. Duties of this position include: Supervising a team of 3 contracted staff. Presenting sections of material and assisting with questions at live trainings throughout the State of Missouri for local public health agency, state agency, and data submitters. Serving as the lead DEPARTMENT representative at onsite trainings. Presenting sections of material and assisting with questions during virtual trainings for end users as needed. Developing a variety of training materials for live trainings, virtual trainings, posting on the DEPARTMENT website, and other situations as needed. Creating, or collaborating with DEPARTMENT training staff to create, virtual training modules as needed. Serving as the lead for manned office hours in a virtual format for end users to ask questions and receive assistance on use of systems. Serving as the lead for shifts on the help desk to support end users and data submitters. The help desk will be staffed during regular DEPARTMENT business hours of 8:00 AM - 5:00 PM Central Standard Time. The need for extended hours (e.g., evenings/nights, weekends, holidays) may occur and will be determined in collaboration with DEPARTMENT in the following situations: o For a period of time immediately following system implementation if a high volume of requests for assistance is received o If a public health emergency is declared o If an emerging disease appears in Missouri Completing help desk activities including configuring accounts for new users, reseng passwords, answering basic system questions, triaging more complex questions to subject mater experts, etc. Preparing and maintaining help desk documentation under the guidance of the PHP Manager and the BDMI Interoperability Manager. Providing additional training and support services as determined necessary based on DEPARTMENT assessments and end user feedback. Examples include frequently asked question documents, live training sessions for individuals or small groups, hot topic sessions, and any other materials/services needed to improve the end user experience. Assisting DEPARTMENT staff with developing reports and exports for end users. Assisting DEPARTMENT staff with onboarding data submitters to the online reporting module. Completing other training/support duties as assigned. As the volume of work related to the ShowMe WorldCare implementation decreases, this position may assist other electronic information systems or assist with other Data Modernization Initiative projects.
