If a public health emergency is declared, 3.If an emerging disease appears in Missouri.Hours: 8 AM - 5 PM, Some travel may need to occur beyond these hours or specific situations may require working beyond the regular business day of 8 AM - 5 PMTravel requirement: One of the first projects for this team will involve travel to various locations in Missouri in order to provide training to local public health agency and other users of the new reportable conditions' application. This application is being implemented in a phased approach, with target dates of late August 2024, late October 2024, and early February 2025. In the timeframe leading up to each implementation travel may be more frequent. Staff may also travel outside of these timeframes to provide additional training/support. Later projects may also involve travel.Typical qualifications: Master's degree, 4 or more years of relevant experience, and 1-2 years of supervisory experience. (Substitutions may be allowed.)Role Brief: This is a professional public health program position that manages specific activities supporting the planning, design, development, testing, piloting, rollout, implementation, and operational phases of a specific component within a large health program. Employees have supervisory responsibilities over professional staff and have input into setting a budget (e.g., HIV prevention training as a component of the state HIV program). Employee supervision includes hire recommendations, training, planning and assigning work, performance assessment, coaching, and progressive discipline.The Incumbment must have: Ability to clearly communicate verbally and in writing to diverse individuals with widely varying levels of technical skills Ability to present information to diverse groups Ability to represent the Missouri department to key stakeholders in a professional and respectful manner Ability to quickly learn and use technical applications Ability to provide responsive customer service to diverse individuals Ability to utilize communication software such as MS Teams, WebEx, etc., in order to communicate with stakeholders and others Ability to understand and follow department policies and procedures as applicable to work performed Ability to navigate and use network drives for shared work Attendance and punctuality in accordance with department policies as this team will be public-facing Ability to utilize own transportation to travel to department offices and training locations throughout MissouriKnowledge, skills & abilities: In addition to those identified in the previous levels: Knowledge of the organization and operation of public agencies at the national, state, and local level. Knowledge and skill to perform and review the work overseen. Ability to develop, implement, and administer assigned programs and/or services to achieve positive program outcomes.Reports To: BDMI Interoperability ManagerSpecific Position Description Knowledge, skills, and abilities: Must be able to clearly communicate both verbally and in writing to diverse individuals with widely varying levels of technical skills. Must be able to represent the Department to key stakeholders in a professional and respecul manner. The initial focus for this position will be the ShowMe WorldCare (SMWC) implementation. SMWC is a comprehensive reportable conditions surveillance/registry, contact tracing, outbreak tracking, and case management system that will replace three current applications (WebSurv, EpiTrax, and EnvSurv). SMWC will be utilized by state and local public health agency staff. Duties of this position include: Leading the Data Modernization Support Team under the guidance of the BDMI Interoperability Manager. Managing and training a team of contracted training staff consisting of 3 Public Health Program Supervisors who each lead a team of 3 Public Health Program Specialists. Scheduling and otherwise coordinating onsite trainings throughout Missouri to educate state and local public health agency staff as well as data submitters on the use of SMWC and other electronic information systems. Scheduling and otherwise coordinating additional virtual trainings on the use of SMWC and other electronic information systems for state and local public health agency staff as needed, as well as trainings for data submiters. Leading the Data Modernization Support Team to develop a variety of training materials for live trainings, virtual trainings, posting on the DEPARTMENT website, and other situations as needed, in collaboration with the BDMI Interoperability Manager and other DEPARTMENT subject matter experts. Creating, or collaborating with department training staff to create, virtual training modules as needed. Training modules must allow tracking of completion. Tasks may be delegated to PHP Supervisors or Specialists. Scheduling and arranging staffing for manned office hours in a virtual format for end users to ask questions and receive assistance on use of the system. Establishing processes and managing staffing for a help desk to support SMWC and other system end users and portal data submitters. The help desk will be staffed during regular department business hours of 8:00 AM - 5:00 PM Central Standard Time. The need for extended hours (e.g., evenings/nights, weekends, holidays) may occur and will be determined in collaboration with DEPARTMENT in the following situations: For a period of time immediately following system implementation if a high volume of requests for assistance is received If a public health emergency is declared If an emerging disease appears in Missouri Overseeing help desk activities including configuring accounts for new users, resetting passwords, answering basic system questions, triaging more complex questions to subject matter experts, etc. Tracking metrics related to training and help desk activities and providing daily updates to the BDMI Interoperability Manager or other appropriate leadership. Preparing and maintaining help desk documentation, in collaboration with the BDMI Interoperability Manager and other DEPARTMENT subject matter experts. Coordinating additional training and support services as determined necessary based on DEPARTMENT assessments and end user feedback. Examples include frequently asked question documents, live training sessions for individuals or small groups, hot topic sessions, and any other materials/services needed to improve the end user experience. Assisting DEPARTMENT staff with developing reports and exports for end users. Assisting DEPARTMENT staff with onboarding data submitters. Completing other training/support duties as assigned. As the volume of work related to the ShowMe WorldCare implementation decreases, this position may assist other electronic information systems or assist with other Data Modernization Initiative projects.
