SAIC is seeking a

Senior Financial Analyst

to

provide support

to the Office of the Under Secretary of Research and Engineering (OUSD(R&E))

with all phases of the DoD Planning, Programming, Budgeting and Execution (PPBE) process, meeting all OSD mandated timelines for submission of PPBE related documents.

This position requires 4x/weekly onsite at the Mark Center in Alexandria, VA.

Candidates will

:

Assist OUSD(R&E) in developing the Program Objectives Memorandum and Budget Estimate Submission for R&E, manage internal R&E budget reviews and change/budget proposals; manage and review budget submission entries in Excel and the applicable databases; and develop and review detailed budget justification material (R-Forms, P-Forms, etc.).

Prepare analysis and evaluation of the effectiveness of programs and operations, and analyze financial and budgetary trends.

Prepare documents and briefings for review and use by DoD senior leadership.

Review statement of work and required funding documentation for approved R&E projects.

Monitor and support DoD program execution, including submission of required documentation for release of funding; follow up on distribution of funding, monitoring of obligation and disbursement rates for funded projects, and documentation of annual expenditures.

Assist in preparation of required documentation to support the DoD PPBE process, to include but not limited to Research and Development Descriptive Summary (R1-R4), Program and Budget Issue Papers, and Support documentation for Program Decision Memorandum.

Prepare and participate in Mid-Year reviews and other PPBE meetings as required.

Assist R&E in identifying baseline financial processes and design target financial and business processes and procedures.

Process financial and budgetary actions in the Defense Agencies Initiative (DAI) system and other associated databases.

Assist in preparing audit readiness preparing associated documentation.

Execute and follow-up on all budgetary data calls.

Qualifications Required Qualifications:

Education:

A bachelor’s degree from an accredited college or university

in accounting, business management, or finance

minimum of four (4) years of specialized experience

including military budget experience

may be substituted in lieu of specific educational requirements

.

Experience

with

acquisition and PPBE process at the DoD and/or Service component Headquarters level.

Knowledge of funding execution processes, DoD organization and structure

– particularly

R&D structure of OSD, Services

,

and Combatant Commands.

Required Clearance:

An active DoD Secret Clearance or higher.

SAIC accepts applications on an ongoing basis and there is no deadline.
