MINIMUM QUALIFICATIONS: Four years of continuous employment. FUNCTION OF WORK: To perform specialized rover functions by traveling and working in various motor vehicle field offices during personnel shortages and in doing so, issue drivers' licenses, identification cards, license plates, and title registrations; reinstate driving and vehicle registering privileges

Possesses knowledge of specialized Office of Motor Vehicle operations.

SPECIALIST ROVER FUNCTIONS: Travels to various field offices within the state to assist in the daily operations of an office.

Assists customers with driver license, vehicle registration and reinstatement.

Interprets, applies, and enforces all motor vehicle laws, rules, and regulations.

Interviews customers for driver's licenses, identification cards and vehicle registrations.

Determines eligibility of applicant for driver's license and the restriction, if any, to be placed on the license.

Reviews all documents submitted for title transactions and makes sure all necessary documentation is present.

Determines the type of license plate required for the motor vehicle based on the vehicle and its intended use.

Administers tests, if applicable, and issues proper licenses and vehicle registrations.

Determines assessment of fees for international reciprocity agreements on vehicle licenses and on the sales taxes due on licensing transactions for vehicles newly registered in Louisiana.

Requisitions needed supplies, equipment, and license plates and maintains an accurate inventory and prepares reports of inventory.

Collects sales tax and other applicable fees and daily accounting reports.

Prepares reports on office production.

Serves as liaison with local law enforcement officers, car dealers, etc. in dealing with driver's license and motor vehicle registrations.

Writes various reports and performs inventories.

Maintains a thorough knowledge of driver's license (commercial and private) laws pertaining to eligibility and issuance of such licenses. Examines documents, computer and microfilm records, and information from nationwide databases and initiates actions to resolve problems.

Updates and maintains reports of statistical information as well as production.

Communicates with other jurisdictions in regard to various reciprocity agreements, suspension codes, status codes, etc.

Assists data processing personnel to identify needs and requirements due to mandates, growth, and future development.

Assists in the development of procedures and methods for program and employee evaluation, management control, and strategic planning.

Assists in the testing of new transactions and enhancements to computer programs before implementation statewide.

Assists in the development of employee orientation manuals and in-depth training materials, complying with federal regulations, state laws, and departmental policies/procedures.

Conducts classroom instruction to train personnel in new or expanded legislatively-mandated programs and data programming changes.

Updates and maintains reports of statistical information as well as production to include quality review of employee performance.

Confers with data processing programmers and finance personnel to resolve discrepancies.

Examines documents, computer and microfilm records, and information from nationwide databases and initiates actions to resolve problems. Interprets review codes, determines status, and provides accessibility to records, if applicable.

Communicates with other jurisdictions nationwide in order to research problem drivers and resolve other problems relative to driver's license management and issuance.

Provides technical guidance to motor vehicle personnel statewide and, as such, assists personnel with actual walk-through processing of transactions for driver's license, vehicle registration, and reinstatement programs. Evaluates applicant status, reviews questionable medical forms for commercial drivers, etc.

PUBLIC TAG AGENT FUNCTIONS: Serves as regulatory consultant over statewide public tag agents and their operational staff. Assists by providing interpretation of laws, rules, policies, and procedures and guidance of computer transaction processing for vehicle registration and titling, driver's license and reinstatement.

Conducts compliance reviews of public tag agents for procedural, statutory and program compliance. Examines documentation accepted, sales/use tax and fees collected, and computer transactions processed for driver's license, vehicle registration and reinstatement programs.

Verifies

inventory maintained in the office. Maintains appropriate documentation, prepares reports of compliance review findings and confers with supervisor regarding compliance review findings.

SAFETY/CPTP/FORMS COORDINATOR FUNCTIONS: Serves as the forms coordinator for the Office of Motor Vehicles by requisitioning all agency forms, editing proofs, and assisting in the development of or revisions to new and existing forms.

Acts as liaison between the Office of Motor Vehicles and the Department of Public Safety Risk Management Coordinator.

Coordinates safety programs for the Office of Motor Vehicles, which includes investigating accidents and work-related injuries to determine causes/circumstances and to recommend remedial actions, reviewing construction plans and inspecting office buildings, equipment and job sites for compliance with safety and fire codes, notifying supervisors of safety hazards, and establishing and conducting education and training programs for safety related issues.

Serves as the liaison between the Office of Motor Vehicles and the Department of Public Safety CPTP Coordinator.

Coordinates the Comprehensive Public Training Program (CPTP) for the Office of Motor Vehicles personnel statewide, including scheduling all CPTP classes and events, compiling all CPTP activity reports, reviewing course outlines, and making suggestions to Human Resources as to the need to analyze a specific course outline for the Office of Motor Vehicles.

DRIVER EDUCATION FUNCTIONS: Serves as regulatory consultant over statewide driving schools and their operational staff. Assists by providing interpretation of laws, rules, policies, and procedures and guidance of administering the driver education program.

Conducts compliance reviews of driving schools for procedural, statutory, and program compliance. Examines documentation accepted for application, licensing, testing and attendance.
