What You'll Do

As the CNS-Y-12 Financial Controls Manager, you will provide guidance and direction over the activities executed by the Financial Controls Team. The primary activities include (1) developing, maintaining, and communicating charging practice guidance consistent with the CNS Cost Accounting Standards (CAS) Disclosure Statement; (2) ensures the CAS Disclosure Statement is maintained and accurately represents cost accounting practices; (3) develop proposals for alternate cost allocation methods, as necessary (4) performs capital and expense funding determinations; (5) implementation of Federal Managers Financial Integrity Act OMB Circular A-123 including Financial Management Assessment activities and other internal control reviews, such as floor checks, system access requests, review/approval of cost/time adjustments; and (6) management and coordination of Finance and Business Operations (F&BO) organization procedures, management assessments, and performance reporting. Ensures timely and effective communication and coordination within the F&BO organization of all financial policy interpretations. Communicates complex financial issues and solutions with Communicates complex financial issues and solutions with CNS-Y-12 senior management and National Nuclear Security Administration (NNSA). Anticipates and prepares for the potential impact of recommendations and financial decisions to CNS-Y-12. Impact of actions and/or decisions could significantly affect the success of CNS-Y-12. Understands Financial Controls’ role as it relates to other areas of F&BO and CNS-Y-12 and engages with stakeholders to resolve financial issues and questions.
