Job Description
Prime Response Inc. (PRI) is seeking a full-time Logistics Management Specialist with proven experience with not only hands-on property accountability but, policy development, implementation, and training to support our long-term customer at the National Science Foundation (NSF) in Alexandria, VA.

Duties include but are not limited to:
•Provide technical, analytical and policy support to the Section Chief to sustain and enhance various facets of property asset management within the organization.
•Collect data, evaluates, and conducts property reviews to make recommendations to the Section Chief and Branch Chief on various approaches to improving property asset management and NSF property management processes, systems, and management controls.
•Research federal management regulations, as set forth in the Code of Federal Regulations, that impact the Section's areas of responsibility including unclaimed/abandoned personal property, inventory, and reconciliation management, utilization, donation, and disposal of foreign gifts and decorations as well as personal property requiring special handling.
•Recommend new and innovative processes for compliance with applicable laws and regulations. Applies technical knowledge and experience in areas of established property management, financial management, audit activities and related areas, automated systems, and programs to formulate recommendations.
•Analyze and benchmark a variety of data to identify trends or weaknesses in the asset management process. Documents data exceptions to existing property management policies, summarizes analysis, and prepares summary reports/matrices for lessons learned.
•Draft property management policies and guides for review by the Section Chief aimed at resolving utilization and donation problems and promoting the nationwide use of excess property including unclaimed/abandoned personal property, inventory, and reconciliation management, utilization, donation, and disposal of foreign gifts and decorations as well as personal property requiring special handling. Assist the Section Chief providing expert policy interpretation for higher level officials.
•Assist in the compilation, review, generation, and validation of data required to satisfy agency reporting requirements for the submission of recurring reports facilitated in the Section:

o Issue and reconcile data calls for Annual and Final Inventories, Exchange/Sales, VAM/Budget, and FAST submissions to NSF and NSF Sponsored Activities.
•Monitor response rate, respond to questions from NSF Sponsored Activities, assist in resolving data validation issues when necessary, and provide updates to the Section Chief.
•Perform research or analysis of property data and historical information to assist in responding to surveys initiated by the GSA Office of Government-wide Policy on matters involving NSF's motor vehicle fleet and real property holdings.
•Assist in performing property close-out activities on expiring NSF awards with GOE by issuing guidance to NSF Sponsored Projects for facilitating the final disposition of property acquired with government funding.
•Assist in providing advice and guidance to grantees, NSF grant and contract specialists, and NSF program staff in matters related to the overall management of GOE in the custody of contractors and awardees.
•Assist in contributing to the development of NSF's Asset Management Plan (AMP) for real property and coordinate the collection of title documentation, land and/or site use agreements, and other relevant records maintained at awardee facilities required to build NSFs consolidated, electronic Grantee real property asset portfolio in the ARCHIBUS enterprise system.
•Assist in reviewing data derived from grantee annual report submissions on government-owned property, plant, and equipment to identify and tabulate information required to build NSFs consolidated, electronic external personal property portfolio and database in the ARCHIBUS enterprise system.
•Assist in supporting the BFA/Research Infrastructure Office (RIO) by responding to questions associated with planning activities and compiling transactional data in support of their Business System Review (BSR) scoping processes.
•Assist the NSF Sustainability Officer and Section Chief in implementing, ensuring compliance with, and satisfying reporting requirements for federal energy management regulations that apply to PP&E and NSF-funded facilities.
•Assist in the preparation of written reports and briefings on external property management for presentation to NSF management, i.e., Division Directors, Assistant Directors, Office Heads, and occasionally to the Director or Deputy Director.
•Assist in maintaining program and administrative reference materials, project files, relevant background documents, policies, procedures, and written instructions from the Section Chief concerning external property management protocols and practices.
•Review physical, hard-copy files maintained in the Section to identify the status of external property records eligible for digitization, retirement, or destruction based on current NSF records retention policies for administrative management records.
•Provide support on a variety of projects and new initiatives involving external property management that

Requirements
•5 years of federal property management experience.
•Bachelor's degree preferred.
•A degree in an engineering or scientific field or a strong grounding program in administration is highly desirable.
•Proficiency in English and have strong written and communication skills.
•Experience in using personal computers with Windows-based operating systems. Experience with an email system, office automation programs (including Excel, Word, PowerPoint ,and Access),SharePoint, and proficiency with the World Wide Web are necessary.
•Experience with project or program management experience, be detail-oriented, well organized, and capable of working independently to ensure timely completion of assigned tasks.
•Possess knowledge of applicable Federal statutes, regulatory directives, and guidelines. These documents include, but are not limited to:

o Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of management processes and systems for DAS program management studies; NSF property management program requirements for audits, inspection, and organizational management control functions.

o Knowledge of and/or experience with motor vehicle and real property management policies as identified in Federal Management Regulation(FMR)Subchapter B-Personal Property, Subchapter C-Real Property, and NSF policy documents.

o Knowledge of Federal Property Management, Federal Real Property Council(FRPC),OMB, and executive orders, laws, and regulations to assist in the preparation of reports on the assessment of NSF-owned assets.

o Knowledge of DOE/Federal Energy Property Management (FEMP) regulations to meet federal facility energy goals at NSF-funded sites.

o Ability to assist in planning, organizing, and training the DAS workforce on new property management policies and processes.
