Responsibilities:

We are seeking a candidate who is considered an emerging authority with extensive technical expertise, who develops technical solutions to complex problems, and who designs, and evaluates end-to-end systems. Candidate will ensure compliance with client and government standards, translate high-level strategies into detailed requirements, and support business development activities. Responsibilities will include:

  • Exercises considerable latitude in determining objectives and approaches to assignments.
  • Uses a holistic approach to design, develop, evaluate, and modify end-to-end systems and products throughout their lifecycle.
  • Generates quantifiable requirements based on customer description, system planning, design, and acquisition logistics.
  • Ensures compliance with client requirements and government standards through formal verification methods.
  • Translates high-level product development strategies into system requirement specifications.
  • Works with other engineering disciplines to develop detailed implementation requirements.
  • Establishes and coordinates development of standards, practices, and procedures related to overall product development.
  • Designs interfaces and integrates system elements to work cohesively.
  • Assesses performance using evaluation criteria and technical performance measures.
  • Acts as a customer liaison and supports business development activities to understand and shape requirements.
  • Participates in system conceptual design and documentation.
  • Engages in design reviews of hardware and software components to ensure compliance and traceability of requirements.
  • Generates system-level requirements verification procedures and customer acceptance test procedures.
  • Reviews test plans/procedures to ensure they meet contractual objectives and participates in the testing process to validate requirements.

Program Description

This program provides SETA (Systems Engineering Technical Advisor) & SE&I (Systems Engineering & Integration) services to an important Intelligence Community (IC) customer with a focus on critical, assured space communications and supporting IT infrastructure. The contract support is part of the customer core team focused on all aspects of the systems engineering life cycle beginning with conops development, where we work directly with users, potentially going into harm's way, who will be dependent on these communications systems. We then capture their requirements and work closely with developers to deliver these essential capabilities. We get involved with setting up and running tests to ensure these cutting-edge capabilities will meet the stringent requirements and then we support transition to operations. Once in operations, our teams work closely with the users to make sure critical operations are successful, providing important information to support critical decisions by policy makers. The program also supports client acquisition strategy, future technology development, modernization efforts, as well as cyber and information assurance support.

Specific Job Description

The opportunity is for a LEAD SETA position supporting a government customer whose mission is to provide assured communications for other government users.. Systems technology is primarily focused on RF space communications, digital signal processing and network communications capabilities.

  • Lead a small team in the acquisition of new capabilities and upgrades
  • Manage tasks and communicate with users to understand requirements
  • Work with development contractors to develop and deliver new capabilities
  • Coordinate testing and final delivery with Operations
  • Act as subject matter expert on system network architectures and acquisition decisions
  • Witness equipment installations and conduct tests
  • Travel to CONUS and OCONUS locations as needed
  • Maintain requirements documentation
  • Assist with contract-related tasks, including Statements of Work, proposal reviews, and performance assessments


Qualifications:

Required:

  • 8 to 10 years experience with BS or 6 to 8 years with MS or 3 to 5 years with a PHd
  • Must posses and be able to maintain a TS/SCI with Poly
  • Strong knowledge of network protocols, equipment, and communication networks
  • Technical BS in Engineering, Computer Science or related technical degree. (4 years of additional, relevant experience in an RF space communications development/acquisition program can be substituted)
  • 3+ years of experience with Commercial/Government acquisition of satellite/ground segment hardware/software or satellite-based communications field set hardware/software
  • Experience supporting RF or network communications systems
  • Demonstrated leadership ability, working well with and leading a team of engineers
  • Demonstrates success in working with government customers

Desired:

  • BS in Electrical Engineering, Systems Engineering, Aerospace Engineering or Computer Science.
  • 3+ years of experience with network communications protocols, equipment, and architecture development
  • Prior experience as a SETA with IC customer working with requirements and other related systems engineering processes.
  • 5+ years of experience with RF based satellite communications.
  • Prior experience with digital signal processing.
  • Prior agile development experience.
