Job Description :

Overall Job/Role Purpose To manage and review the site activities of contracting partners to ensure that reactive MEICA work on Water Supply Sites, Waste Treatment Works, Sludge Treatment Centres, Water Booster Stations, Water Abstraction Sites, and Waste Pumping Stations work is undertaken according to health and safety requirements, contract conditions, design specifications, other company rules and regulations, legislation and best practice for the industry. This is with particular regards to reactive work in order to maximise Asset availability, minimise impact to customers, while ensuring that costs are controlled without compromising health and safety.

Signs-off projects to say that they have been completed satisfactorily from an operational point of view and that they are in line with initial cost estimates.(but the finance is signed off by the Quantity Surveyor)

Post-holder has power to stop work if significant breach of health and safety identified.

WORK ACTIVITY Problem Solving Most problems operational in nature but can range from routine to complex. Some of the more complex issues require analysis of the longer term (but still within the operational context). Challenge to chose the most appropriate solution and delivery mechanism (SW or External then which external resource) given consideration of the impact to customers, health and safety, cost, quality and time impact Uses judgement, knowledge and experience to solve issues such as re-prioritising work in the face of emergencies.

Customer / Stakeholder Management External Contractors be SWs main point of contact for reactive works on a case by case basis, liaise closely with contractors on and off site to ensure authorised works are completed efficiently, effectively and with due regard to health and safety and legislation. Seeks build good working relationships and ensure both parties are working to the same end goals. Educates to ensure the contractor understands the key drivers of protecting both the customer and the environment, while meeting cost and time constraints Local authorities liaise with regarding regulatory issues Customers liaise with regarding incidents and repairs Internally Field Performance Managers be the key function in determining the most appropriate solution to a reactive issues, seek authorisations to proceed and be able to promote and challenge solutions as necessary. Quantity surveyors acts as the QSs eyes and ears in the field with respect to contractor performance. Advises when projects signed off. MEICA Operational Contracts work to manage the performance of the MEICA contractors with regards to reactive solutions and plant on hire. Capital Delivery/Asset Management liaise with to exchange information on projects Performance Team gets management information on the performance of contracts for decision making and discussion with the QS Risk Management Understands the risks to the business when dealing with reactive works, Able to challenge work priorities based on this knowledge and information to ensure that local concerns are resolved without compromising strategic business targets or requirements. Manages some regulatory risk as well as health and safety and commercial risks for the company on a per-project basis.
