SUMMARY :
The goal of the LA GAIN Management project is to increase Work Participation Rate (WPR) by placing participants in unsubsidized full-time employment at a living wage that results in self-sufficiency. Active participation by Job Developers to optimize regional outcomes and goals set by the project and management are required. The Job Developer will have to manage several projects at one time and will be frequently interrupted to meet the needs/requirements of the program.
Job Developers are required to travel often throughout the community and county to meet with potential employers, attend trainings and other assignments to be successful. Therefore, travel is required and must have a reliable form of transportation for this position. The role and expectations for Job Developers are as follows:

JOB RESPONSIBILITIES:

Job Development Essential Duties

•Identify and expand public and private employer resources in the Los Angeles County area by targeting outreach to a minimum of three new employers per month. The minimum number of targeted outreach could be higher based on project and management requirements.

•Meet with employers and offer resumes for job ready participants (with permission of participant) •Educate employers of tax credit opportunities for hiring TANF participants

•Outreach to prospective/existing employers by traveling throughout the community and with some cold calls and emails. Traveling and meeting the employers in-person are essential.

•Establish and distribute to participants and workers a listing of websites for employment opportunities in the public and private sector

•Ensure participants and workers are informed of available resources for participants to access internet to apply for employment opportunities

•Provide and/or assist participants with practice tests for employment applications

•Speak at All Staff Meetings to engage workers in efforts to increase employment for participants

•Coordinate job fairs and employer recruitments

•Develop positive relationships with WorkSource, staffing and community agencies

•Attend DPSS job development meetings and workshops, as scheduled

•Attend quarterly GRET meetings and other meetings set internally and by DPSS

•Propose to project management new and innovative strategies for improving employment opportunities for participants and implement upon project management approval

•Participate on conference calls with Supervisor of Outreach and management, as scheduled REV. 012020 Job Developer Job Description

•Communicate at minimum weekly with Operations Managers/GSS Supervisor and Supervisor of Outreach to minimize or remove barriers to participant employment opportunities

•Respond timely and accurately to Gain Program Division (GPD) inquiries Liaison Between Participants and Assigned Case Managers

•Meet with case carrying case managers to identify job ready participants

•Meet individually with participants to provide job search.

•Assist participants with developing resumes and completing practice employment applications

•Assist participants with enrollment into WorkSource and CalJOBS

•Maintain updated job board with current job leads and distribute/post for workers and their participants

•Plan and conduct employment preparation workshops

•Provides job leads for E2lite cases with in house job search activity

•Validate In House Job Search activity logs GN 6367 for E2lite cases

•Ensure the LRS/CalSAWs Job Development Activities and Journal pages are updated to record all interactions between the BSS and the participant.

•Pre-Screen participants for TSE program and coordinate referrals

•Conduct Expungement workshops monthly to assist participants with criminal background barriers

•Attend scheduled E2lite meetings to offer and assist with activities to accomplish 50% engagement of selected participants for each office TSE Liaison Duties Job Developers are TSE Liaisons and points of contact for TSE referrals, which are allocated monthly. Expectations are as follows:

•Coordinate TSE referrals with Work Source agencies and meet or exceed established targets

•Solicit TSE referrals from GAIN Service workers

•Pre-Screen TSE referrals using TSE checklist, (attachment-GN6142) •Contacts WorkSource Centers to coordinate intake appointments

•Open PWE and OJT components on LRS/CalSAWs and submits TSE referral documents to WorkSource

•Keeps original copies of TSE checklist contact and consent forms and mail every Friday to Supervisor of Outreach for forwarding to DPSS; retain copies for files

•Submit TSE placement documents to case carrying GAIN Service workers

•Follow up with WorkSource center agencies on progress of TSE referrals and communicate issues with case carrying GAIN Service worker and Supervisor of Outreach

•Conduct pre-screening for TSE Customer Service Assistant (CSA) positions

•Document LRS/CalSAWs with results of Random Assignment

•Forward TSE checklist to case carrying GAIN Service worker

Requirements

QUALIFICATIONS AND POSITION REQUIREMENTS:

•The ability to successfully perform in a fast-paced, deadline-oriented work environment

•Required to travel throughout county and community to establish relationships, job fairs and mandatory trainings

•Must have valid driver license and car insurance with reliable form of transportation.

•Must pass criminal and background screenings prior to hire, during employment and promotions

EDUCATION/CERTIFICATION/LICENSURE:

  1. High School Diploma or equivalent with 0-2 years' experience. At least one year of case management or job development experience.
  2. Bachelor's degree in human services or Business-Related Field Preferred.
  3. At least three (3) years of customer service, or outreach experience required.
  4. Experience with getting applicants hired, relationships with local employers, the Chamber of Commerce and/or other community groups strongly preferred.
