Inventory Management:

This position is responsible for managing supply and equipment inventories for MYCA to ensure quality, availability, and cost-effectiveness. The position coordinates and monitors inventories and inspects vendor shipments. It also verifies invoices and payments; resolves complaints and problems related to inventory management, and oversees key inventory. Inventory management requires knowledge of State purchasing and inventory management; and cost and inventory projections; quality control procedures.

Facility & Motor Pool Maintenance Coordination:

Coordinates and oversees the delivery of maintenance services and fire/life inspections to ensure the comfort, safety, and security of the facilities and MYCA personnel. This involves reviewing established policies and practices (e.g., for work orders, building inspections, safety requirements, etc.); monitoring maintenance and inspection schedules; coordinating with campus officials; contacting necessary crews to perform work; and monitoring and resolving backlog situations. Establishes and adjusts project priorities according to factors related to emergency/life safety, general daily maintenance, scheduled maintenance, and/or routine requests.

Contract and Purchasing Administration:

This position is responsible for coordinating and administering contracting procedures for services and supplies delivered to MYCA. This involves developing project and/or inventory plans, specifications, and requirements; overseeing the bidding and selection process; evaluating bidder responses; monitoring performance through periodic assessments; overseeing the payment of claims for contracted services; and responding to contractor inquiries and/or providing limited training as appropriate. The position also manages the procurement, receipt, storage, and disbursement of supply and equipment inventories, including responsibility for establishing and implementing policies, procedures, and controls to ensure the quality, availability, and cost-effectiveness of MYCA inventories. Provides input into the development of biennial budgets and resolution of related problems. These duties require knowledge of contract administration; State purchasing and inventory management regulations and policies; cost and inventory projection; quality control procedures; and computerized inventory programs. Effective contract and purchasing administration also requires the ability to analyze and evaluate complex and often conflicting inventory needs, projections, and budget requirements; interpret and apply a variety of State and Federal laws and regulations in a consistent manner; and establish and maintain effective working relationships with a variety of individuals.

Must be able to demonstrate the ability to work and engage in diverse working environments within and outside the Department.

Qualifications

Physical and Environmental Demands:

The physical demands of this position require the ability to lift, carry, transport and set up supplies and equipment including items weighing up to 50 lb.

Knowledge, Skills and Abilities:

Required knowledge: This position requires advanced knowledge of contract administration; State purchasing and inventory management regulations and policies; cost and inventory projection; quality control procedures; and computerized inventory programs.

Skills:

This position requires skill in the operation of personal computers; related word processing, spreadsheet, and database software; problem solving techniques; written and verbal communications; and presentation and negotiation. The position also requires progressively proficient skills in the use of specialized software applications.

Abilities (Behaviors):

This position requires the ability to analyze and evaluate complex and often conflicting inventory needs, projections, and budget requirements; interpret and apply a variety of State and Federal laws and regulations in a consistent manner; and establish and maintain effective working relationships with a variety of individuals (e.g., professional staff, cadets, Federal agency officials, etc.). The position requires the ability to act as a role model for program participants and maintain standards of the Montana Youth Challenge Academy.

Minimum Qualifications (Education and Experience):

The successful candidate must have a high school diploma or equivalent and at least two (2) years of relevant work experience with emphasis in purchasing, receiving, stocking, inventory management, and facility and motor pool maintenance coordination.
