The Office of General Counsel is seeking a Director of Operations and Human Resources Business Partner who will report directly to the General Counsel (OGC). As a member of the senior leadership team, the Director of Operations and Human Resources will provide support and guidance on administrative, operational and personnel matters relating to the Office of General Counsel. Under executive direction, the successful candidate will have a wide latitude for the exercise of independent initiative and decision making involving substantial supervisory, counseling and policy responsibilities requiring excellent writing, editing and oral communication skills, subject matter expertise, sound judgment, and discretion.

Duties include, but not limited to:

- Serve as the Human Resources Business Partner of OGC and manage all personnel matters for the Office of General Counsel.

- Provide guidance on appropriate civil service titles and office titles.

- Coordinate with appropriate units to ensure proper onboarding and offboarding of OGC employees.

- Oversee the preparation and tracking of task and standards for OGC employees.

- Serve as the point of contact for communication with DCAS Commissioners office, Fiscal and Business Management, Equal Employment Opportunity office, Payroll and Timekeeping, Employee Relations, Real Estate Services, and other Lines of Service.

- Handle all confidential matters related to PS and OTPS budget for the General Counsel Office.

- As directed, attend meetings on behalf of the General Counsel.

- Supervise executive support staff and college aides.

- Oversee operational decisions for the office and implementation of reasonable accommodations for staff.

- Process personal expense reimbursement for staff.

- Manage the Office of General Counsels organizational charts, spreadsheets, and PowerPoint Presentations

Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or

2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or

3. A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or

4. Education and/or experience equivalent to "1", "2" or "3" above. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience described in "1", "2" or "3" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3 years.
