Position: Project Budget Analyst, Finance

Reports to: Chief Financial Officer, Finance

Scope: This full-time, regular position is based in Washington, D.C. The Project Budget Analyst plays a key role working across all CIPE program units to lead its core budget processes, bolster the organization's budget management capacity as well as provide critical technical support to the project teams.

Responsibilities Include:

* Assist CFO in planning and administering of the annual program budget process.* Develop and manage an automated organizational program budget. Manage budget database and reporting systems.* Analyze program budget inputs into the Annual Operational Plan, Strategic Plan, and other planning documents.* Consolidate the organizational budget for the CFO review and approval.* Assist Program Directors to accurately project the annual organizational budget and perform periodic budget forecasts.* Collaborate with project managers and team leaders to periodically review program and grant budgets. Perform budget versus actuals analysis, explain variances and prepare realignment requests when needed.* Establish and implement control mechanisms for monitoring of the budgetary status versus authorized spending limits and expected outputs. Take appropriate and timely action to ensure compliance with cost principles and other requirements* Analyze past/current fiscal operations, estimate revenues and expenditures, evaluate trends in patterns of resource allocations, analyze records of present/past operations.* Support the development of proposal budgets. Assist with the preparation of the funder financial reports. Support project and team leaders with any required budget modifications, revisions, or reforecasting.* Assist with reviewing subaward budgets for cost realism, cost-effectiveness, strong budget justifications and conformance with the lead project budget and donor guidelines.* Assist Accounts Payable unit in preforming periodic mapping of payments and all types of expense reports for compliance with the internal controls.* Play a key role in the selection of budget software, its customization and implementation.* Assist Financial department during annual audits.

Required Qualifications:

* Bachelor's degree in accounting, finance or related field* A minimum of 5 years work experience in nonprofit finance with a working knowledge of GAAP is required.* Experience with nonprofit budgeting process and annual audits is required.* Experience managing budgets for US Government contracts and Grants is required.* Excellent Microsoft Office skills required.* Excellent analytical and communication skills.* Knowledge of Oracle base or SQL type of accounting systems preferred.* Willingness to be flexible and adaptable in a fast-paced environment.* Team player with a positive attitude and the ability to interact with all levels of the organization.
