Performs, evaluates, and directs design and construction disciplines including architectural, electrical, mechanical, and controls. Manages energy conservation programs and tracks utility usage/costs and performance. Coordinates hazardous/regulated waste disposal, pollution prevention, and waste minimization programs in full compliance with all local and Abbott regulatory requirements. Manages various facility improvement projects including budget and schedule. Participates in vendor bid solicitation, selection, and contract management for utilities and facilities maintenance and improvement programs. Investigates or ensures adequate investigation of all incidents and facilitates corrective action to prevent future occurrence. Works closely with Engineering Services Director and HR on recruitment, hiring, training, people development, and retention. May act as delegate for Engineering Services Director. Major Responsibilities Responsible for the day-to-day Utilities Operations (Utilities & Facilities, Maintenance, Automation & Control) to ensure smooth manufacturing operation. Responsible for the day-to-day GMP compliance of engineering activities. Responsible for the day-to-day compliance of utility operations so that the products meet Abbott and Singapore's Safety/Environment standards and legislative regulations. Responsible to ensure the Utility operations run smoothly and reliably. Spares/consumables inventory meeting critical maintenance requirements. Support and work closely with all Plant EHS and Quality initiatives and targets. Ensuring that all levels of the Utility and Facility personnel are trained, equipped and empowered to make appropriate and timely decisions and recommendations on operation activities. Ensure that staff members are fully trained in the appropriate SOP's and have training plans to develop/acquire the technical skills required for their jobs. Work closely with Engineering Services Director and HR on recruitment, hiring, training, people development, and retention. Develop Utility and Facility budget/profit plan for operations, reviews, and tracks against plan regularly. Meet the approved budgets for all areas of Utilities and Facilities operation and maintenance. Develop long term plans to reduce energy and waste generated. Continuously innovate utilities operations to improve asset and resource utilization and efficiency. Responsible for review and approval of specific documentation, procedures, and site changes. Ensure high safety, health, and environment standards in all engineering operations including external vendors and contractors. Work closely with other departments to ensure smooth AMS operations. Participate in ad-hoc projects and perform other duties as assigned. Liaison with Government authorities as required. Any other duties as assigned by supervisor. Requirements Bachelor of Science Degree in Mechanical/Electrical/Chemical/Civil Engineering or related discipline or Diploma with 10 years of working experience. 3 to 6 years of related experience and 3 years in management situation. Broad engineering skills and experience in utility, automation, instrumentation, and project management and plant start-up. Strong business and customer focus. Good engineering problem-solving skills, workload resource planning, and prioritization skills. Continuous challenge and improvement of current operations.
