Job Responsibility: Credence Management Solutions, LLC (Credence) is seeking a Senior Budget Analyst in support of the Army INSCOM G8 program at Ft. Belvoir, VA. These positions involve providing management and technical support in the areas of Resource Planning, Resource Programming, Resource Budgeting, Resource Execution (PPBE), Congressional Authorizations and Appropriations, and Resource Oversight support in the preparation, review, analysis, coordination, and maintenance of documentation and associated databases used in DOD resource management systems. This includes Future-Years Defense Program (FYDP) planning, development of transformational resource support programs, and maintenance of the data management systems that provide resources, fiscal or manning support for current year funds execution. Responsibilities include, but are not limited to: Providing senior level SME support to INSCOM staff to review allocations and their alignment to command priorities and operational requirements, to identify and rectify gaps in information, to determine best analytical approaches for projects, and to review and recommend resulting conclusions. Manpower Programming and Budget; maintaining financial, budgetary, and accounting data in Army standard databases such as Program Optimization and Budget Evaluation (PROBE) and Training Resource Module (TRM) to ensure accuracy and completeness. Civilian Resource Management and assisting MSCs and staff elements to resolve problems and respond to requests for information. Budget Execution and maintaining data in spreadsheets and preparing draft briefings in electronic format. Providing senior level SME support in the research, analysis, and preparation of current year budget execution reports for submission to oversight agencies including HQDA, NGP, OSD, and DIA as appropriate. Current Year Budget Execution reporting and resource allocation; UFRs and Associate level and DTS/GTC task as needed. Education, Requirements and Qualifications: Must have an active TS/SCI clearance. Bachelor's Degree in Finance, Business, Accounting, Management, or related field. 10 years DoD financial management experience within the Intelligence Community. Completed Fiscal Law, (PPBE) Planning, Programming, Budgeting, Execution, and Intelligence Resource Management courses or complete Fiscal Law and PPBE courses within 120 days of arrival. Effective communication skills to interface with senior military officials, managers, and subordinates. Working Conditions and Physical Requirements: No travel requirements.
