# Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global

Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects.

# Job Summary:

In this role, you will lead, implement, and maintain global construction field welding programs and provide specialized welding engineering support. You will manage, inspect, and monitor the welding test lab, the rod room, the weld heat treatment program, and the laboratory quality plan. Your technical advice will help ensure defects, behaviors, and other issues are rectified prior to final inspection. #LI-BH1

# Major Responsibilities:

**Level 1**

+ Implements and maintains Bechtel Field Welding program for all welding operations.

+ Provides technical assistance to field superintendents and crafts.

+ Ensures that all supervision and craft personnel involved in welding operations are educated and aware of applicable code and project requirements.

+ Additional Requirements for Post Weld Heat Treatment Coordinator

+ Coordinates work activities of subcontractor and direct hire pre/ PWHT personnel.

+ Possesses working knowledge of Bechtel's corporate pre/PWHT procedure (PHT-2) and other welding procedures / standards.

+ Supports the crafts in meeting cost and schedules.

+ Additional Requirements for Welding Automation

+ Reviews site Welding, PWHT and NDE subcontractor documentation of daily work for technical accuracy

+ Performs Visual and other examination methods in accordance with project developed procedures and standards.

+ Implements Design Automation deliverables

# Level 2

+ Provides specialized welding engineering support for construction to ensure construction meets all code, client/engineering specifications and Bechtel procedures and standards.

+ Assists in the management of the pre- and post-weld heat treatment program.

+ Assists in the management of the rod room and rod room attendant to ensure all weld filler materials are controlled so to meet Bechtel, Code, and Client requirements.

+ Additional Requirements for Post Weld Heat Treatment Coordinator

+ Maintains and implements Bechtels Nondestructive Examination Qualification and Certification of NDE personnel (NEPQ).

+ Implements Bechtels Welding Program in relation to requirements of the various GBUs.

+ Prepares develops and qualifies NDE procedures, which also includes specialized NDE procedures.

# Education and Experience Requirements:

**Level 1:** Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience?.

+ PWHT Coordinator?: 8 - 10 years of industry experience performing and implementing Post Weld Heat Treatment on medium-scale projects?.

**Level 2:** Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience?

+ PWHT Coordinator?: 12 - 14 years of industry experience performing and implementing Post Weld Heat Treatment on large-scale projects. ?

+ NDE Level III?: Associate degree in engineering/science study from a 2-year technical college or university preferred plus 8 years experience or 12 years combined industry experience with NDE methods, writing procedures, and providing training?

# Required Knowledge, Skills, and Abilities:

+ Knowledge of engineering, construction methods, sequence, and processes for plate steel erection.

+ Knowledge of LNG Tank works including, internal concrete layers, precast concrete bearing ring, bottom and wall insulation, outer tank carbon steel liner and inner tank erection, tank top installation works and tank wall external structures.

+ Interaction with SubContractors and Direct Hire Workforce.

+ Knowledge of Bechtels SWPPs. (Standard Work Process Procedures).

+ Experience with Microstation or AutoCad or the ability to understand, interpret, and create 2D drawings.

+ Computer literate in word processing, spreadsheet applications.

+ Ability to work with multi-national employees and across different languages.

+ Ability to train up team members and provide mentorship to others.

+ Excellent communication and problem-solving ability.
