JOB TITLE:Neighborhood Services Officer/Stormwater Inspector DEPARTMENT: Community Development SUPERVISOR TITLE: Neighborhood Services Manager SALARY RANGE: $25.62 - $32.50 per hourCommensurate with experience. This position is non-exempt/hourly with full benefits. REQUIREMENTS: One (1) year of increasingly responsible work experience as a code enforcement officer.Equivalent to completion of the twelfth grade. Possession of, or ability to obtain a valid Colorado Driver License and a driving record satisfactory to obtain coverage by the City's insurance carrier. Possession of, or ability to obtain and maintain, CCIC/NCIC Certification through the Colorado Bureau of Investigation within 6 months of hire. Certification as a Certified Code Enforcement Officer (CCEO) through the Colorado Association of Code Enforcement Officials within 12 months of hire. Certification as a Stormwater Inspector (CSI) through the National Stormwater Center within 12 months of hire. A typical day: A typical day for a Code Enforcement Officer begins with a morning briefing with the Neighborhood Services Manager to review key cases and projects. They then respond to emails and calls from residents, property owners, or contractors regarding zoning or construction inquiries. The officer conducts site inspections at residential and commercial properties, addressing complaints or previously identified issues. They check for zoning, drainage, or nuisance violations, documenting findings and communicating with property owners or contractors to explain City regulations. If violations are found, warnings are issued, and corrective actions are discussed. The officer also performs sediment control inspections on private construction sites to ensure compliance with the City's NPDES permit. Throughout the day, the officer follows up on ongoing cases, revisiting properties to ensure corrective actions have been taken. If issues remain unresolved, formal notices of violation are issued, and case documentation is updated. In some cases, unresolved violations may be referred to the legal department for further action. In the afternoon, the officer conducts periodic sweeps of commercial areas to identify new violations. They collaborate with other City departments as needed and may assist in special projects, such as abandoned property removal. The officer maintains clear communication with violators and complainants, issuing formal correspondence to summarize actions needed for compliance. At the end of the day, all case files are updated, reports are submitted, and any preparation for court proceedings is completed before finishing the day's tasks. Distinguishing Characteristics: This is the entry-level class in the code enforcement officer/stormwater inspector series. The purpose of this position is to work together with residents and property owners to achieve a clean, safe, and aesthetically pleasing community which enhances the quality of life in Greenwood Village by ensuring proper compliance with City codes, standards, and regulations. The Neighborhood Services Officer/Stormwater Inspector ensures the City's zoning, subdivision, nuisance, grading and drainage codes, and health and safety regulations are followed. Activities include conducting field investigations and inspections, gathering information, preparing reports, advising violators, issuing summonses, obtaining compliance or initiating legal action, responding to complaints, and testifying in court; and to provide assistance to the staff. Essential Functions: 1. Code Enforcement Responsibilities Works together with residents and property owners to achieve positive outcomes; proactively communicates with residents, property owners and general contractors of construction projects to educate them on the City's rules and regulations. Investigates complaints regarding zoning, subdivision, grading and drainage, and nuisance code violations, determines if violation exists, and takes action to obtain compliance following accepted City procedures; maintains momentum on getting resolution of code violations. Provides information to both violators and complainants in a diplomatic and informative manner; provides updates on case status to complainants as needed; builds and maintains a positive public perspective of code enforcement. Responds to complaints and issues verbal warning, written warnings, and violation notices; assists the City legal staff in the prosecution of code enforcement cases; testifies in court, when necessary, on violations of City codes for which a summons has been issued. Maintains a log of code enforcement cases and a file on each case, including an activity log; submits monthly reports to the Planning Manager on case status. Conducts periodic sweeps of commercial areas of the City to identify code violations and to initiate code enforcement action, as directed by City policy; responds to complaints in residential areas consistent with City policy; alerts Neighborhood Services Manager to patterns of code violations which may require revisions to City codes. Makes recommendations on revisions to City codes, and may prepare such revisions, if assigned. Assists Police Department and City staff in responding to general inquiries from the public on code enforcement. Works closely with the staff and performs inspections to ensure that site work in private developments conform with City codes and approved plans; obtains compliance when corrective work is needed. Walks through residential properties and construction sites; stands while communicating and/or issuing warnings or summons; drives a motor vehicle; removes signs from rights-of way; picks up debris, abandoned property, and loads into vehicle; operates a variety of equipment including personal computer, mobile devices, calculator, and copier. Writes letters, emails, and other correspondence related to notices of violation and other code enforcement requirements. Utilizes a variety of software programs including community development and police department modules. Communicates with others in a successful manner through active listening and effective oral and written communication. Works to solve problems; makes sound decisions; appropriately communicates with Neighborhood Services Manager, as necessary, to ensure appropriate and consistent actions. Treats others with dignity, respect, and courtesy while being proactive in making the working environment positive and free of disruptive behavior. 2. Stormwater Inspection Performs grading, erosion, and sediment control inspections of private construction. Ensures compliance with the City's NPDES permit with the State of Colorado. 3. Miscellaneous Functions Surveying: Assists with surveying projects and measuring site improvements, using rod and level or total station equipment. Administrative Functions: Attends and participates in professional group meetings; stays abreast of trends and innovations in construction inspection and code enforcement. Performs other duties as assigned. POSITION REQUIREMENTS: Knowledge of: Pertinent Federal, State and local codes, laws and regulations applicable to code enforcement including zoning, subdivision, grading, drainage, and nuisance regulations. Legal procedures for enforcing codes. Basic objectives and operational activities in the administration of a construction site management and code enforcement program. Construction methods and procedures. Record keeping methods and techniques. Ability to: Interpret, explain, and enforce development regulations and requirements, and applicable State and Federal laws. Explain general information on code requirements to the public and to contractors. Understand and evaluate development plans in order to check for compliance in the field. Learn local geography and street locations. Investigate and monitor field conditions. Analyze problems, situations, and technical data, propose alternative course of action, and recommend solutions. Perform mathematical calculation as required. Interpret and apply pertinent Federal, State and local laws, codes and regulations related to code enforcement. Communicate effectively both orally and in writing. Prepare clear and concise reports and maintain accurate and complete files on inspection jobs and code enforcement cases. Understand and carry out oral and written directions. Be effective in the use of interpersonal skills needed to handle day-to-day personal and telephone contact with the public including contractors, residents, property owners, and businesspeople. Establish and maintain cooperative working relationships with those contacted in the course of work. Operate modern office equipment, including computers, and variety of software applications, and field equipment safely and efficiently. Demonstrate and maintain audio/visual discrimination and perception to observe field conditions, converse with the public, and accomplish other tasks necessary for the successful performance of assigned duties. Perform a variety of sedentary to moderate physical work depending upon assignment, including moving around on job sites, which may require the full range of physical motion including pushing, pulling, lifting, twisting and turning the upper body, stooping, kneeling, crouching, climbing, balancing, crawling, reaching for objects, walking, standing; and occasional lifting and carrying of supplies and equipment weighing up to 50 pounds. Occasionally respond to emergency call outs after normal working hours. Manage multiple tasks and maintain momentum on assignments. Meet schedules and deadlines. Experience and Training Guidelines : Experience: One (1) year of increasingly responsible work experience as a code enforcement officer or related field. Training: Equivalent to the completion of the twelfth grade. Additional supplemental training is desirable. Licenses or Certificates: Possession of, or ability to obtain and maintain, CCIC/NCIC Certification through the Colorado Bureau of Investigation within 6 months of hire. Certification as a Certified Code Enforcement Officer (CCEO) through the Colorado Association of Code Enforcement Officials within 12 months of hire.
