Description

CropLife America (CLA) and RISE (Responsible Industry for a Sound Environment) Director of State Regulatory Affairs is responsible for proactive and productive engagement with state regulatory lead agencies, close engagement with member volunteers, open and active engagement with teammates, and effective communication internally and externally about regulatory priorities. The Director is also responsible for the development, implementation, and management of effective state regulatory policy strategies and tactics. The Director reports to jointly to the CLA Vice President of Regulatory Affairs and the RISE President.

Responsibilities

  • Identify, build, and maintain relationships with the appropriate individuals and divisions within the state regulatory lead agencies, American Association of Pesticide Control Officials (AAPCO), State FIFRA Issues Research and Evaluation Group (SFIREG), and others who have regulatory authority at the state-level over the manufacture, sale, and use of pesticide products.
  • Monitor, review, and analyze priority state regulatory initiatives, including the identification of emerging policy issues, to determine potential impacts on the pesticide (agricultural and non-agricultural) and fertilizer (non-agricultural) industry and communicate opportunities and threats to the teams and members.
  • Support the CLA Registration Committee and the RISE Regulatory Affairs Committee and other member volunteer workgroups, as assigned.
  • Develop and execute state regulatory advocacy strategies and projects in coordination with Registration and Regulatory Affairs Committees.
  • Work proactively and positively within the team, collaborating effectively to achieve association priorities, authoring regular issue updates for association newsletters and other member updates, providing regular updates to Boards and association leadership, and communicating regularly with the team about ongoing projects and priority status.
  • Actively lead and participate in multidisciplinary teams to develop and implement strategic and tactical plans addressing current and emerging issues.
  • Ensure effective communication with members and teammates about the status of state regulatory priorities.
  • Prepare effective advocacy materials, including technical comments, background papers, issue briefs, talking points, policy proposals, correspondence, and testimony.
Requirements

Education and Experience
  • Bachelor's degree in science and/or public policy preferred. Master's or doctoral degree a plus.
  • A minimum of 10 years of experience and working knowledge directly related to the duties and responsibilities.
Additional Qualifications
  • Able to employ proactive and innovative approaches to opportunities and challenges.
  • Fluency with the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and ability to advocate for its proper implementation and primacy for pesticide regulation.
  • Expert knowledge of regulatory issues impacting pesticides.
  • Working understanding of and experience in dealing with legislative and regulatory processes, including rules and procedures of relevant legislative and regulatory bodies.
  • Ability to write technical comments in response to regulatory and other policy initiatives.
  • Strong analytical, interpretive, evaluative, and constructive thinking skills.
  • Strong project management skills.
  • Possess and demonstrate sound judgment and diplomacy in dealing with members, non-members, and teammates.
  • Excellent interpersonal skills.
  • Limited travel may be required throughout the year (less than 20%).
