As the Deputy Director of Policy, Programs and Strategy, the incumbent assists the Director of Policy, Programs and Strategy in the development and coordination of the Department of the Air Force international long-range strategies for effective interaction with the Office of the Secretary of Defense and Department of State, and an extensive number of partners on international issues of significance to the Department of the Air Force. The Deputy Director identifies and applies successful industrial business principles that will enable the Air Force to position itself to support the Administrations' goals. The Deputy Director assists the Director to determine the most economical means of achieving objectives effectively. Considers military-civilian force mix, outsourcing, and technology changes to resolve requirements and resources disconnects for the Policy Directorate. Advocates and justifies positions to the SAF/IA.

The incumbent provides strategic guidance from near term to long term for Security Cooperation initiatives and programs. The Deputy Director assists the Director in coordinating international Security Cooperation strategy and capacity development through OSD, CJCS, COCOM, MAJCOM and across the SAF/IA. The Deputy Director provides comprehensive oversight of Air Force strategic products such as the Security Cooperation Engagement Guidance, the International Engagement Plan, and the Key Leader Engagement Framework. The Deputy Director assists in building the Department of the Air Force Foreign Military Sales Program Objective Memorandum and represents SAF/IA at the Air Force and Space Force Boards. The Deputy Director also assists in the execution and management of SAF/IA's Operations and Maintenance (O&M); Research, Development, Test and evaluation (RDT&E); and Foreign Military Sales (FMS) Administrative budgets. The Deputy Director plans, programs, budgets and executes the $10M FMS, the $10M O&M, and $9M RDT&E budgets. Additionally, as lead directorate for Security Cooperation portfolio, the Deputy Director leverages an annual $12B foreign investment. As an executive manager, the Deputy Director routinely presents and defends SAF/IA's portfolio at GO/SES levels on the Air Staff, Joint Staff, MAJCOMs, FLDCOMs and Interagency offices.

The Deputy Director assists the Director in facilitating the development and promulgation of policies and programs to implement and achieve long-range strategies of the Department of the Air Force international program. Consults with appropriate DoD and Department of the Air Force officials (including USAF Major Command (MAJCOM), USSF Field Command (FLDCOM), Field Operating Agency (FOA), and Direct Reporting Unit (DRU) Commanders as appropriate). The Deputy Director establishes short and mid-term objectives to achieve administrative goals, congressional intent, and to implement guidance for the Secretary of the Air Force (SECAF), the Chief of Staff of the Air Force (CSAF), and the Chief of Space Operations (CSO). The incumbent develops quantitative and qualitative means of assessing compliance with policy and effectiveness of programs. Continually monitors implementation of assigned mission and reviews evaluations of Department of the Air Force programs.

The Deputy Director also assists the Director in integration of cross-Directorate products, ensuring the Deputy Under Secretary is well prepared for all events and a coordinated message is presented by all SAF/IA leaders. In particular, the Deputy Director will maintain the SAF/IA Strategic Goals/Metrics Program, develop and implement an internal self-assessment program, and coordinate with the other Directors in developing a continuous process improvement program. The Deputy Director will ensure all SAF/IA products are consistent with the Under Secretary's vision and are synthesized across the organization. Cross-Directorate products include, but are not limited to SECAF/CSAF/CSO monthly update, Defense Security Cooperation Agency (DSCA) Military Deputies Roundtable products, SAF/IA Senior Leader briefings, Quadrennial Defense Review or other strategic products responsive to the Office of the Secretary of Defense, speeches and talking points. The Deputy Director ensures close coordination between the Under Secretary and the Legislative Liaison office, ensuring that Security Cooperation interests are maintained through the legislative cycle and ensuring all responses to Congressional inquiries are coordinated across the organization.

The Deputy Director assists the Director as the International Affairs Career Field Functional Manager, responsible for the recruitment, retention and professional development of International Affairs Career Field Civilian employees. The Deputy Director considers military-civilian force mix, outsourcing, and technology changes to resolve requirements and resources disconnects.
