Paratransit Job Description: Under the direction of the Senior Project Manager of Coordinated Projects, the Senior Mobility Manager is responsible for the contract management of paratransit service providers in the Pace six (6) county region and for management of locally defined coordinated demand response services, ADA Paratransit, traditional local dial-a ride (DAR) services, On Demand and other Paratransit services. This position represents Pace and collaborates with local sponsors to design and implement demand response services including county-wide coordinated projects to advance access and mobility in the region. Performs contract management tasks to assure compliance of contract requirements and adherence to Pace policies and procedures. Analyzes data and key performance indicators (run structures, capacity hours, batching results, call center statistics etc.). and monitors contractor daily operations. Uses industry best practices and analytical skills to implement innovative, effective service designs to improve efficiency and recommend continued service improvements. Responsible for efficient and accurate performance of job functions requiring the use of the various software programs utilized by Pace. Uses analytical skills to prepare and reconcile contractor payments and local share invoices. This includes managing purchase order account balances, expenditure projections for local share budgets and grant(s) funding status. Represents Pace at meetings and public events. Collaborates with local sponsors and provides reports, project assessments and assists with development or enhancement of local service design for transit access and mobility. This includes the accurate and timely preparation of reports for project and service analysis. Effectively communicates with internal and external customers. Provides direct support in the day-to-day overall operations of Pace services in a dynamic work environment including expected and unexpected occurrences.

This is a safety sensitive position. Qualifications: Must have a current and valid State of Illinois, Wisconsin, or Indiana driver's license and a good driving record and a bachelor's degree in Business Administration, Planning, Public Administration, Logistics or relevant discipline or equivalent work experience. Must have a minimum three (3) years' management experience in demand response transit services and Mobility Management or similar experience with a good work history; Experience with administering regulations of US DOT/FTAADA Transportation and Title VI of the Civil Rights Act is required. Working knowledge of transportation coordination initiatives and grant management to meet project goals, federal initiatives of United We Ride and Coordinating Council on Access and Mobility (CCAM) is preferred but not required. Must be highly proficient in the use of computer software specifically, Microsoft Office suite applications (Outlook, Word, Excel, MS Project, and PowerPoint). Intermediate to advance skill level for MS Excel is required. Experience with Trapeze scheduling and routing software, Oracle and Apex databases and Adobe Docs is preferred but not required. Must have excellent written and oral communication skills, public speaking skills, customer service, and interpersonal skills; the ability to give sound direction and follow-up to ensure tasks are completed in a timely fashion; must be able to adapt and respond quickly to meet deadlines; strong math and analysis skills are required. In addition, must have: Working knowledge of demand response reservations, scheduling and dispatching best practices, Working knowledge of paratransit performance measures and contract requirements, Ability to analyze statistical data, Knowledge of government contract management and overall paratransit operations best practices, Ability to collaborate with staff and local communities. Must be able to change work schedule as needed to meet public transit demand. Works in an office environment but is also required to travel to Pace project sites within the six county RTA region, and to travel outside of the RTA region. Ability to carry equipment and documents as needed, lifting, and carrying up to approximately 25 pounds.
