BASIC FUNCTION

The Lead Web Administrator is responsible for ongoing support and maintenance of internal and externally facing website environments (including web servers and web sites), leading and architecting solutions driven by new projects, designing seamless user experiences, implementing environment changes, installing software upgrades and patches, monitoring of website traffic, tuning of system and
website performance, and ensuring key Service Level Agreements (SLAs) and SDLC guidelines are met.

MAJOR ACTIVITIES

1) Project and Vendor Management (35%)

a. Act as the WPCU lead technical contact for web development projects, including the design, development, implementation, and maintenance of environment(s) suitable for member or partner access.
b. Serve as a project leader or coordinator for approved technical projects where assigned, including but not limited to, creation and execution of an actionable project plan in coordination with the Project Management Office (PMO), Information Technology (IT), or Digital Transformation (DT) teams.
c. Provide the Vendor Management team with accurate and timely information during their periodic review of third-party providers for areas assigned.

2) Daily Administration and Production Support (35%)

a. Provide 24x7x365 support when required (including after?hours/weekends) for all external websites/applications, the Corporate Intranet, and associated internal web applications.
b. Develop, maintain, and monitor appropriate alerting systems to notify key IT and Line of

Business staff of critical events and outages.

c. Provide regular updates and/or reports on application issues and system up?time to IT

Leadership.

d. Build, monitor, and maintain an auditable release management environment to allow IT (or other authorized internal department users) to perform web content updates.
e. Create and maintain accurate diagrams and other artifacts that depict web application flows and web environment designs.
f. Perform code reviews for all levels of code ? from internal developers and external

contractors ??? including scripts developed in house.

g. Develop, report, and maintain actionable retention schedules on web content systems. h. Review issues identified by IT Security regarding existing security gaps and implement
appropriate remediation plans.

3) Policy/Procedure Adherence (20%)

a. Create and maintain appropriate Software Development Life Cycle (SDLC) procedures which may include training of business units in proper usage.
b. Create and maintain Secure Coding Standards (SCS) which includes deployment procedures, and steps needed to keep current with applicable 3rd party tools and industry trends.
c. Ensures proper policies, procedures, risk mitigation activities, and operating controls are followed. Reports gaps in policies, procedures, and operating controls to leadership to ensure member impact and risk is mitigated.

4) IT Strategy/Planning/Budgeting (10%)

a. Assist with the updating of the 3?Year IT Operating Plan as it relates to public websites, internal websites, the corporate intranet, and any tools or 3rd party services used in support of those areas.
b. Support IT Management by ensuring accurate information for annual budgeting is provided and included in appropriate functional areas (ex. DP Communications, Hosting Fees, DP Consulting, Capital Funding, etc.)

c. Evaluate and recommend proper use of (or changes to) the tools, 3rd party services, and/or

3rd party providers needed to keep the enterprise web presence current and maximize up?

time.

CRITICAL RESULTS

1) Systems, devices, and environments, within area of responsibility, are fully operational and consistently available to the member?owners and partner?employees and meet agreed upon Service Level Agreements (SLAs).
2) Systems alerts, security events, and outages are acknowledged and addressed in a timely fashion and do not expose the organization to undue risk or elongate downtime.
3) Security and non?security upgrades/fixes/patches are thoroughly tested and implemented in a

timely manner.

4) Operating plans, priorities, projects, and other goals are effectively managed to ensure they are executed in a timely, efficient, and productive manner to meet the stated objectives.
5) The quality of testing is high, resulting in little to no adverse impact to members, partners, or the credit union when changes are implemented
6) Software licenses, for all software under area of responsibility, are properly understood, maintained, and comply with appropriate contract terms and conditions.
7) Release and change management processes are properly followed and adhered to, which includes being able to provide audit trails on various levels of content changes.
8) Procedures and documentation for areas of responsibility are sufficient, allow for cross?training of other Partners, and can be used to demonstrate appropriate IT controls are in place for both internal auditors and external examiners.
9) All activities are efficiently conducted, generally error free, and are completed following the appropriate policies, procedures, operational controls, and compliance controls.
10) Losses, errors, and risks are controlled and mitigated by adhering to all applicable policies and procedures.
11) Assigned projects, whether individually or team-based, are completed successfully and on-time.

12) Commit to meeting people where they are to establish relationships built on trust, empathy, and compassion.

QUALIFICATIONS

A. Specialized or Technical Knowledge and Skills : This position must be thoroughly knowledgeable at creating web environments, configuring/installing a Content Management System (CMS), managing

web server environments and technologies, and supporting an auditable release/change management process. To do so, the following are required:
1) A Bachelor's degree or 5+ years of equivalent work experience in web development at a

medium to large organization.

2) Working knowledge of web applications, programming languages, and web-services and code such as primary .NET, HTML, HTML5, SQL, CSS, CSS3, Web Services (REST/SOAP), JavaScript, JQuery, PHP, and APIs
3) Ability to design/support a Software Development Life Cycle (SDLC) and Secure Coding

Standards (SCS); Experience with Team Foundation Server (TFS) is preferred.

4) Strong working knowledge of Microsoft SharePoint, Windows Server OS, Active Directory, and Microsoft SQL Server. Knowledge of other Content Management Systems (e.g., DNN) is a plus.
5) Candidate must have a strong understanding of User Interface (UI), cross-browser compatibility, general web functions and standards.
6) Working experience in Windows and Linux environments

7) Dedication to innovative, sophisticated designs and collaborative problem solving

8) Two or more years of experience in supervising outsourced web development contracts and resources. This includes being able to implement technologies to "scrub" data on websites,
if necessary, before providing development environments to contractors.

9) Candidate must either possess Security+ certification or be able to demonstrate a working knowledge of computer network and secure protocols (e.g., SSL, FTPS, SFTP, HTTPS, etc.).
10) Proven experience in the design and support of a Release Management Process.

11) Ability to explain the differences between a two- and three-tiered application security model and when one is preferred versus the other.
12) Demonstrated understanding of PCI Standards and be able to demonstrate/apply PCI

concepts to secure public facing websites and applications.

13) Proven ability to work with other teams (some remote) that support technologies such as dynamic DNS, Load Balancers, and Firewalls to provide high availability and disaster recovery environments.
14) Strong time management skills in technical environments and project management.
