The Team
The Program Advocacy and Communications (PAC) team works in partnership with program teams and other teams in Global Policy and Advocacy (GPA) to achieve their policy and finance goals by:
Developing and coordinating the execution of advocacy and communications strategies.
Leveraging leadership and foundation voice to implement communications and advocacy strategies.
Developing and managing a grant portfolio dedicated to achieving communications and advocacy outcomes.
Directly advocating with sector leaders, influencers, media and government officials in order to achieve communications and advocacy outcomes.
Leading issue-specific communications in service of communications and advocacy goals.
Developing policy recommendations or proposals in partnership with programmatic and regional offices.

Your Role

The Senior Program Officer (SPO) for Global Health Multilaterals Advocacy will be responsible for supporting the Gates Foundation's resource mobilization and advocacy portfolio for the Global Fund to Fight AIDS, TB and Malaria as well as other emerging resource mobilization efforts aligned with the foundation's priorities. As a key advisor on critical initiatives, the SPO will contribute to the development of a BMGF strategic vision with the input of several teams, while partnering closely with leadership across the foundation to establish an overarching strategy and goals. We are looking for a team member who has knowledge of and experience working with global health multilaterals and donor governments, and in particular advocacy partners and key collaborators in health based in North America. They will bring a depth of experience in developing and implementing resource mobilization and advocacy strategies.

*This position is a limited-term position for 24 months, and includes comprehensive benefits. Domestic or international relocation assistance will be provided for US work-authorized candidates not residing in the Washington, DC region.

What You'll Do
  • The SPO will drive an effort to generate awareness and mobilize resources for the Global Fund and infectious disease, enhance partnerships, and generate necessary policy changes to achieve improvements in global health policy and financing. Responsibilities includes:
  • Management of various collaborators (grantees, partners, and consultants) in a coordinated effort to ensure donors increase their political and financial commitment to immunization, health, and development issues.
  • Influence policymaker decisions through increased visibility and understanding of solutions to challenges in health to reach the Gates Foundation's strategic goals.
Additional responsibilities of the SPO include, but are not limited to, the following:
  • Serve as the primary interface for resource mobilization for several foundation teams, including Program Advocacy & Communications (PAC), Europe, Middle East and East Asia (EMEEA), the North America Team (NAT) and relevant Program Strategy Teams (PSTs). Drive high-quality interactions with these teams and facilitates the implementation of relevant advocacy assets in support of the foundation's programmatic goals.
  • Conduct tracking and analysis of policy developments and trends to facilitate resource mobilization and manage a set of programs and to support strategies in key donor countries as well as regional initiatives.
  • Develop comprehensive and individual donor outreach plans with EMEEA/NAT and other resource mobilization leads to engage outside collaborators and ensure alignment with the foundation's goals and strategies on immunization, health and development.
  • Consult with grantees and other partners to enhance the impact of projects and ensure grants are meeting strategy goals. This work may include: development of annual plans, the implementation of MLE frameworks, providing strategic guidance, site visits, providing operational guidance, and convening meetings of key partners.
  • Support foundation leadership to help mobilize public- and private-sector investment in the Global Fund.
  • Manage a diverse and inclusive global portfolio of grants and contracts to advance advocacy outcomes in support of program strategies, including reviewing letters of inquiry and grant proposals and provide clear, concise, and insightful written analyses and recommendations for funding.
  • Work closely with advocacy and resource mobilization partners in North America supporting multilateral health efforts including, but not limited to, the Global Fund to reinforce partnerships in the region.
  • Work with teams inside the foundation to help generate additional resources for infectious disease, including the Partnerships Team and Development Policy and Finance (DPAF) on potential bilateral partnerships and innovative financing including Debt2Health initiatives.
  • Support the team to implement and monitor a wider cross-division resource mobilization strategy across 2024-2026.
Your Experience
  • Advanced degree with 10+ years of proven experience in communications and advocacy, or equivalent experience.
  • Recognized expert in diplomacy, advocacy and communications with a knowledge of development and global health (immunization experience is a must) with strong management skills, and experience in developing policy, advocacy and communications strategies.
  • Experience in resource mobilization is important, working in government (developed and developing countries), United Nations, academia, and civil society strategic and/or advisory roles aimed at influencing policy change in donors, developing countries and multilateral organizations (preferably with a mix of service in the public and nonprofit sectors).
  • Experience developing and managing complex projects and/or grants in support of policy initiatives, advocacy programs and events at the global, regional, national, and sub-national level.
  • Deep understanding, experience and expertise in resource mobilization, global health and development issues, particularly in defining advocacy and communications strategies to achieve advocacy goals and policy change with robust analytical skills for managing and tracking complex sets of data.
  • Experience in defining strategies for influencing policymakers and other external partners, including governments, private sector, parliamentarians, academia, civil society organizations (CSOs), coalitions, the media and other key external constituencies at global level, in particular North America.
  • Experience developing, managing and implementing projects, including partnering with grantees to define objectives and deliverables and monitoring and evaluation of results.
  • Demonstrated success in leadership roles developing and managing policy and advocacy organizations, programs or initiatives requiring a combination of prioritizing demands, and strong analytical, writing and management skills.
  • Ability to work with flexibility and a high level of rigor, collaboration, and diplomacy, both individually and as part of a complex team effort.
  • Shown ability to lead and influence others in a constructive manner and to build and sustain collaborative relationships; ability to present publicly in high-level meetings, defend different strategies or approaches.
  • High standards of personal integrity, and comfortable in a wide range of cultural, geographic, and operational situations, demonstrating culturally sensitive behavior with a diverse range of people.
  • In addition to English, the ability to speak French, German or Arabic desirable.

The salary range for this role is $204,600 to $317,100 USD. We recognize high-wage market differences in Seattle, WA and Washington D.C., where our offices are located. The range for this role in these locations is $222,900 to $345,500 USD. As a mission-driven organization, we strive to balance competitive pay with our mission. New hires salaries are typically between the range minimum and the salary range midpoint. Actual placement in the range will depend on a candidate's job-related skills, experience, and expertise, as evaluated during the interview process.
