Specifically serves as an analyst for the commercial integration of technologies in support of USSPACECOM mission areas to include: Orbital Warfare (OW), Offensive Space Operations (OSO), Defensive Space Operations (DSO), Space Superiority Operations, Space and Electronic Warfare (SEW), Space Domain Awareness (SDA), Space Command and Control (C2), Combined Joint All Domain Command and Control (CJADC2), Nuclear Command, Control and Communications (NC3), Battlespace Awareness (BA), Environmental Monitoring (EM), Space Based Environmental Monitoring (SBEM), Nuclear Detonation (NUDET), Missile Warning/Missile Tracking (MW/MT), Satellite Communications (SATCOM), Positioning, Navigation, and Timing (PNT), strategic and tactical intelligence, surveillance and reconnaissance (ISR), Planning, Programming, Budgeting, and Execution (PPBE), acquisition to include research and development and associated modeling and simulation, special operations, contingency, and long-range strategy for the execution of new space concepts and capabilities, tactical and strategic space lift, training, etc. Additionally supports system allocation, modernization, force management and analysis to include integrating, coordinating, prioritizing, and advocating for USSPACECOM future concepts, mission capability needs, weapon systems development, support for emerging technologies and command and control architecture across the mission areas. Position Duties/Responsibilities: Applying space experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s) to help develop and advocate for USSPACECOM solutions (specific to commercial space capability and technology integration). This is to include but are not limited to assisting technical experts to review space capabilities from government and industry and help develop and provide recommendations to leadership highlighting must-needed capability and/or technology to fill gaps and provide more capabilities to the warfighter. These space capabilities and programs relate to the different mission areas identified above. As the command project officer, analyzes and evaluates substantive program operations, management and organizational effectiveness, efficiency, and productivity to include program analysis of budget and cost parameters to best align funds in support of the Command's war fighting mission. Documents planning and programming decisions/recommendations in appropriate formats to meet USSPACECOM requirements. Identifies non-standard or emerging operational requirements, assesses impact on assigned programs, and develops recommendations. Analyzes problems created by the incompatibility of future programs and initiates corrective action. Relying on available data, searches a variety of sources to select the information appropriate to the task, taking care to verify the relevancy, adequacy, sustainability, attainability, accuracy, and completeness of the information and recommendations. Actively participates in strategic planning to improve organizational direction, obtain organizational objectives, and focus using strategic planning tools and techniques. Prepares detailed plans, budgets, and schedules for assigned major programs and/or participates with management in fiscal planning. Maintains a continuous liaison with Joint Staff, OSD, Services, Agencies, other service headquarters counterparts, and other DOD offices to integrate USSPACECOM support actions and missions. Provides results of studies, analyses, and evaluations to counterpart agencies to share experiences and thereby improve overall defense level planning in areas of assignment. Promotes interchange of information on requirements, capabilities, deficiencies, and technology applications through the Commercial Integration Working Group in support of the USSPACECOM Commercial Integration Strategy. Assists in establishing, developing, and maintaining effective working relationships with U.S. Space Command J8 Divisions as well as other directorates, components, CCMDs, services, the Intelligence Community, DoD entities, and commercial space industry. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned space program(s). Key Skills & Abilities: Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations across different USSPACECOM mission areas to include: Orbital Warfare (OW), Offensive Space Operations (OSO), Defensive Space Operations (DSO), Space Superiority Operations, Space and Electronic Warfare (SEW), Space Domain Awareness (SDA), Space Command and Control (C2), Combined Joint All Domain Command and Control (CJADC2), Nuclear Command, Control and Communications (NC3), Battlespace Awareness (BA), Environmental Monitoring (EM), Space Based Environmental Monitoring (SBEM), Nuclear Detonation (NUDET), Missile Warning/Missile Tracking (MW/MT), Satellite Communications (SATCOM), Positioning, Navigation, and Timing (PNT), strategic and tactical intelligence, surveillance and reconnaissance (ISR), Planning, Programming, Budgeting, and Execution (PPBE), acquisition to include research and development and associated modeling and simulation, special operations, contingency, and long-range strategy for the execution of new space concepts and capabilities, tactical and strategic space lift, training, etc. Knowledge of military (including command level) program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Exercises knowledge of the application of military space operations as applicable to CCMD objectives, programs and weapons systems. Knowledge of Technology Transfer (T2) programs, policies, procedures, and initiatives to support military operational and technology needs. Experience working with Cooperative Research and Development Agreements (CRADAs), Educational Partnership Agreements (EPAs), or Partnership Intermediary Agreements (PIAs) in support of T2 programs. Experience managing multi-functional, cross-organizational teams and/or working groups to identify solutions, collaborate, and/or promote knowledge sharing in support of especially broad, important, and severe military operational and contingency areas. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. Knowledge and experience in Joint and/or Space operations is highly desirable. Qualification Requirements: At least one year of experience at the next lower broadband/grade level (or equivalent) in performing 4-5 major duties of position (outlined above).
