Position Definition:

Provides technical assistance, administers guidance on city programs, and actively attracts new enterprises and develops and conducts educational workshops, programs, and manages the Norwalk Business Development Center. General Duties:

Initiates programs to fortify existing businesses and strategically attract new ventures to the City. Serves as a mentor to business owners, offering insights into operational and financial optimization, workforce planning, and guiding them through the intricacies of business planning and execution. Educates businesses on the myriad financial opportunities available in the City, ranging from loans to grants.

Kiva Capital Access Management: Serves as the primary point of contact for businesses seeking Kiva capital.

Manages the end-to-end loan application process, ensuring a smooth and efficient experience for borrowers.

Builds and maintains strong relationships with Kiva and other funding partners.

Monitors and analyzes Kiva loan performance, providing regular updates to internal stakeholders.

Represents Kiva at any and all local start-up and entrepreneur-focused events and is able to speak to Kiva’s relevance to the topic. Ensures Trustee-referred borrower applicants receive endorsements.

Connects borrowers to local Trustees and technical assistance providers. Cultivates a community of economic development and small business lending. Activates both existing Kiva Trustees and potential new Trustees to act as technical assistance providers to Kiva applicants.

Program Administration and Development: Oversee and administer various grant funding programs provided by the City including but not limited to the Innovation and Storefront Improvement programs in addition to new programs that may be developed. Advise on needs of the business community to create new programs to be funded and administered by the City of Norwalk.

Business Attraction and Retention: Develops and implements strategies to attract new businesses to the City of Norwalk.

Builds relationships with existing businesses to enhance retention and foster long-term partnerships.

Collaborates on the creation of promotional materials and campaigns targeting potential new businesses.

Technical Assistance for Businesses: Provides technical assistance and guidance to businesses in areas such as financial management, business planning, and operational efficiency.

Conducts and/or hosts training sessions and workshops to empower businesses with the skills and knowledge needed for success. Stays updated on industry trends and best practices to better assist businesses in overcoming challenges.

Data Analysis and Reporting:

Utilizes data and analytics to track and measure the impact of business development initiatives.

Prepares regular reports on key performance indicators related to capital access, business attraction, and retention.

Cross-Functional Collaboration: Collaborates with cross-functional partners, including Planning and Zoning and the Building and Code Enforcement Departments to ensure a cohesive and integrated approach to business development. Attends and engages with local affiliate organizations that also support Norwalk business including (but not limited to), the Chamber of Commerce, the Hispanic Chamber, WBDC, SCORE, and the Black Business Alliance.

Management of the Norwalk Business Development Center: Creates and manages a slate of reoccurring programming at the Business Development Center. Opens and operates the Business Development Center for walk-in clients.

Additional Duties:

Attends business launch and promotional events supporting openings and milestones for local businesses.

Supports additional events as needed hosted by the Business Development and Tourism team.

Supervised By:

Director of Business Development and Tourism.

Ability to present information orally and in writing in a clear, concise manner.

Ability to prepare and make presentations before small and large groups.

Ability to utilize various social media and communications platforms, including developing content, maintaining multiple social media accounts, and evaluating reach.

Ability to work with diverse audiences and stakeholders. Ability to use information technology in all aspects of the job.

Associate’s degree in business administration, Counseling, Public Administration or related field and two years’ experience in loan administration or related field.

License or Certification:
