The HRD Talent Management Division has an opening at an HR (Human Resources) Officer level in Career and Performance Management. The successful candidate will work under the general direction of the Division Chief, Deputy Division Chief, and the Area lead for Career and Performance Management and will primarily be responsible for supporting the efforts to promote sound career development and management practices in the Fund.

Main Duties and Responsibilities:

Serve as program manager for the Fund's internal and external mobility programs and related Individual Study Programs. Internal mobility programs cover MAPs (Mobility Assignment Program), SWAPs, MSPs (Mobility Support Program), the IMC Secretariat, and in-charge designations. External mobility programs covered include LWOPs (Leave Without Pay), the EXTA (External Assignments) Commitee Secretariat, ISP (Individual Study Program) I & IV, RCDC (Regional Capacity Development Center) assignments, External Activities related to LWOPs and Tier 3 cases.

Contribute to one or more projects on policy simplifications and/or process improvement relating to internal and external mobility programs. Participate in the design, development, and delivery of career development initiatives.

Serve as a point of contact for assigned programs and provide general advice on career development programs and policies. Actively engage with HR community, employees, and managers to understand business needs, challenges, and opportunities for program enhancement. This includes liaising with HRBPs and SHRPs (Strategic Human Resources Partners) to share knowledge in interpreting and applying career development-related policies.

Ensure the quality control of assigned programs and supervise the HR Assistant(s) to ensure flawless program implementation as designated by the Area Lead. This includes but not limited to ensuring compliance and update of Staff Handbook and other relevant knowledge documents, and collaboration with HR Operations, Client Services and other relevant stakeholders.

Contribute to the facilitation/delivery of short career development workshops/presentations on relevant topics, on an as-needed basis.

Contribute to the preparation of policy papers on human resources issues and comment on papers prepared on a division-wide/department-wide basis.

Complete other tasks as assigned by the Division Chief, Deputy Division Chief, and the Area Lead.

Qualifications and Competencies:

In addition to other qualifications, the successful candidate should possess:

Master's Degree, or equivalent, in Human Resources, Business Administration, Psychology, or a related field OR Bachelor's Degree plus a minimum of six years of relevant work experience.

Demonstrated expertise and knowledge of human resource theories and practices, particularly in talent management including career, performance, and management development.

Sound knowledge and understanding of the Fund's organizational and staffing structure and policies. Experience in policies and client facing roles are a plus.

Proven ability to handle multiple responsibilities. Ability to interact effectively with staff at all levels using sound judgment, tact, and discretion in dealing with confidential and sensitive information.

Demonstrated strong analytical skills, ability to draft policy papers, and to conceive, formulate, and implement policies and programs cohesively.

Experience in managing programs or projects. Ability to work effectively in a team environment and the ability to work under minimum direction.

Understanding of and ability to apply core technology/data management needed to perform tasks/responsibilities and ensure the highest quality of data and knowledge management.

Ability to contribute substantively to the formulation of Talent Assessment policy proposals and recommendations.

Proven ability to deliver effective presentation and communicate complex policy and cases clearly and concisely.
