Director of Cardiopulmonary Services Bargaining Unit: Management (NRM) Probationary Period: Twelve (12) Months Definition: Under general administrative direction, plans, organizes and directs the hospital’s Respiratory Therapy, Pulmonary Function Lab, Electroencephalography, and Cardiac Diagnostics services. Distinguishing Characteristics: The Director of Cardiopulmonary Services is a management level position, requiring application of effective management practices and skills in planning, organizing, coordinating, and directing the activities of, in addition to serving as the technical director of, the Respiratory Therapy, Pulmonary Function Lab, and Cardiac diagnostics departments. This position also oversees the Cardiac Diagnostics and maintains close liaison with the medical direction of those divisions. Essential Functions: Develops, implements and evaluates policies and procedures for the Cardiopulmonary Services department staff. Consults with medical and administrative staff in formulating policy and procedures for standards for respiratory care, pulmonary function lab, electroencephalography and cardiac diagnostics. Assigns schedules and reviews the work of staff; prepares performance appraisals; interviews and selects employees for positions; coaches employees on performance related issues. Prepares, makes recommendations and administers the budget for assigned areas. Coordinates the provision of cardiopulmonary services with the other functions of the hospital and with medical staff. Establishes, maintains and evaluates the training program for division staff, personally conducting training when appropriate. Establishes and maintains a productive working relationship with hospital staff and allied professionals. Oversees the Cardiac Diagnostic Lab and ensures the coordination of effective and efficient services within the Division and with other hospital divisions. Ensures the proper care, maintenance and use of all assigned equipment; reviews and recommends purchase of supplies and equipment. Supervises the clinical application of respiratory care treatments and diagnostic procedures. Ensures compliance with applicable accreditation, licensing and quality assurance standards. Prepares reports, statistics and surveys related to service activities. May perform the work of assigned staff as necessary and within scope of licensure; dependent upon area of practice or department assignments. Demonstrates clinical knowledge and skill in the care of the newborn, infant, toddler, child, adolescent, adult and geriatric patient ranging up to 100+ years of age. Serves on hospital committees as assigned. Other Functions: Performs other job-related functions as required. Employment Standards: Registration: Registered with the National Board for Respiratory Care as a Registered Respiratory Therapist (RRT). Licensure: Possession of a current and clear California license as a respiratory care practitioner, issued by the Board of Medical Quality Assurance Respiratory Care Examining Committee. AND Graduation from an accredited college or university with a Bachelor’s degree in Business or Health Care Administration or other related field AND 7 years of full-time experience working in respiratory therapy or cardiopulmonary diagnostic procedures in an acute care hospital. Four (4) years of experience must have been in a supervisory/management capacity. Master’s degree preferred. Demonstrated management or leadership abilities. OR Graduation from an accredited college or university with a Master’s degree in Business or Health Care Administration or other related field AND 7 years of full-time experience working in respiratory therapy or cardiopulmonary diagnostic procedures in an acute care hospital. Two (2) years of experience must have been in a supervisory/management capacity. Demonstrated management or leadership abilities. Appointees not possessing the American Heart Association Provider Basic Life Support (BLS) card at time of hire must successfully complete appropriate training and qualify for the RQI Provider certification within 60 days of employment. As a continued condition of employment, employee must maintain RQI Provider certification and competency. Employees must maintain all health requirements designated by Kern Medical. Knowledge of: Principles of management, organization, supervision and training of clinical services in an acute care hospital; budget preparation and interpretation, budget variance analysis, capital planning, preparation and presentation of reports; principles, practices, and techniques used in respiratory therapy, pulmonary function and electrodiagnostic fields; principles and purposes of cardiac diagnostics; modern respiratory equipment and the techniques and skills for utilizing and caring for such equipment. Ability to: Plan, organize and supervise the work of others; ability to understand and interpret complex rules and regulations, give and follow detailed oral and written instructions; develop, implement and maintain an effective quality assurance program; ability to establish and maintain effective working relationships with patients; physicians, other hospital staff and allied health professionals; deal tactfully with patients, physicians and staff; ability to develop, interpret and meet goals and; train, coach and mentor staff; communicate effectively orally and in writing. Supplemental: A background check may be required for this classification. All Kern Medical employees are designated “Disaster Service Workers”.
