Director, Government Affairs & Public Policy Position Summary: The Director, Government Affairs & Public Policy will develop and oversee a comprehensive strategy to ensure the government relations and public policy functions operate in alignment with organizational priorities, local and national trends, and industry best practices. Responsibilities: Oversee identification and analysis of federal and state rules, regulations, and legislative proposals which may impact CyncHealth. Oversee the tracking and reporting of all regulatory and legislative issues of relevance within legislative tracking database and provide education to teams, leadership, and participants. Draft legislation and legislative amendments to align with CyncHealth’s strategic priorities in consultation with subject matter experts within various departments. Draft testimony for legislative proposals. Draft letters of support, opposition, or neutral for testifiers or other legislative bills. Draft comments for federal proposed rules. Advocate before relevant elected officials on behalf of CyncHealth. Draft model state and/or federal policy and speak to the importance of why various aspects are incorporated. Attend meetings/conferences where such model policy is taken up for discussion and advocate for the model policy’s adoption. Develop relationships with state legislators and other legislative stakeholders. Implement strategies to communicate policy positions to key constituencies. Prepare reports which condense and summarize key information for stakeholders to review including in advance of executive team, board of director, and board subcommittee meetings at the frequency determined in partnership with leadership. Hire, motivate and retain top quality team members. Provide regular and ongoing feedback, including performance management with direct reports. Develop, implement, and utilize Objectives and Key Results (OKRs). Coordinate efforts with contract lobbyists and internal stakeholders to establish legislative strategy. Responsible for design, development and facilitation of education and training around policies, procedures and processes related to government rules, regulations, and statutes. Create and/or maintain policy or regulatory reference materials for colleagues and leadership. Serve as a SME for committees / speaking engagements, etc. Responsible for training, mentoring and educating teams, partners and stakeholders on state and federal regulation changes, policies and their impact to the organization and strategic priorities. Support ongoing engagement initiatives with state and federal public officials in communities where CyncHealth operates, including developing briefing materials for colleagues and senior executive leaders. Catalyze trade associations, industry partners, and national organizations to build support for CyncHealth’s policy positions. Maintain and analyze government relations-related data that demonstrates performance, opportunities and successes, including reports to leadership, internal communication, or social media content production, etc. Participate in federal agency-level meetings as requested. In partnership with the Board Governance Manager, support the Health Information Technology (HIT) Board including agenda development, meeting facilitation, and new board member orientation as the HIT Board Administrator. Build and maintain effective relationships across enterprise pertaining to legislative and policy matters. Model CyncHealth values and Code of Conduct. Manage resources and business objectives in compliance with charter, policies, and standards. Other duties as assigned. Experience/Requirements: Bachelor’s degree in Government Affairs or related field. Relevant work experience may be considered as an alternative to a degree. Minimum of five years government policy or government relations experience required. Ability to read and conduct analysis of policy and legislative documents. Excellent interpersonal skills and the ability to develop effective collaborative working relationships with internal and external personnel at all levels, and from a variety of disciplines. Strong computer skills including Microsoft office and other customary technology solutions. Excellent writing and verbal communication skills. Excellent understanding of state and federal legislative processes. Ability to work in a fast-changing and sometimes ambiguous environment, identifying key priorities and driving new solutions. Ability to travel up to 20% of the time, including possible trips of extended duration to Washington, D.C. and shorter trips to Nebraska and Iowa state capitals. Extended working hours and overnight travel may be necessary. Physical Requirements: Ability to work on a computer for extended periods of time. Ability to stand or sit for extended periods of time. Light work requiring exertion up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Ability to work from La Vista, NE office with reliable and predictable attendance. Normal hours are Monday-Friday 8am-5pm.
