Title: Program Manager - Talent Management (Recruiting)

Duration: 1.5 Years (Onsite from Day 1)

Location: Providence, RI

Reporting to the Executive Director of Human Resources/Personnel Administrator, the Program Manager III works within the Talent Management Unit (TMU) responsible for providing services related to the employee life cycle beginning with the recruitment/talent acquisition process and develops, plans, and manages the strategy for talent acquisition, actively sourcing markets to recruit and engage a diverse workforce to fulfill operational staffing needs of client. The incumbent should demonstrate a thorough and current knowledge of progressive talent acquisition methods, approaches and protocols, and should be highly skilled in building, developing, and maintaining interpersonal relationships. In addition, the successful candidate should have the ability to participate in public relations activities to develop and foster employer brand marketing; proficiency in numerous social media platforms and software packages relevant to talent acquisition; the ability to adapt to a fluid and change-based environment while successfully achieving targets; and ability to interact with all levels of management successfully and effectively. This position requires an experienced senior Human Resources professional with a commitment to serving as a strategic partner with HR leadership and key stakeholders to advise, influence and provide solid recommendations and programs to attract and retain a high-performing workforce. The successful candidate will have a bachelor’s degree in human resources management, business management/administration, organizational development, or related field. Three to five years progressively responsible experience developing, planning, and managing the strategy for talent acquisition required. Familiarity with the organization of state government and the function of state departments and agencies is a plus.
