This is a project role reporting to the Multimodal Development Manager and is expected to last through July 2025. This position acts as a subject matter expert on the Washington State Growth Management Act (GMA) and the integration of transportation planning, land use planning, and State Environmental Policy Act (SEPA) procedures for non-project and project actions. The incumbent in this position leads regional planning and project delivery efforts including proactively engaging with local agencies to communicate WSDOT expectations and policy priorities, reviewing local agency comprehensive plan amendments and periodic updates. They will monitor and assess updates to local agency development regulations, as well as participate on statewide plan and policy reviews. Through coordination with regional planning organizations, local jurisdictions, and tribal nations, they will maintain good working relationships with internal and external customers. What to Expect Among the varied range of responsibilities held within this role, the GMA Compliance Lead will:

Track, review, and analyze GMA policy guidance; monitor and interpret continuing changes to GMA and related SEPA statues and administrative code. Coordinate GMA related issues with WSDOT region colleagues to a subject matter expert level of knowledge. Review and critically evaluate SEPA threshold determinations, scoping requests, draft environmental impact statements and final environmental impact statements. Assign, guide, and review work of support staff; check and integrate work products from support staff into their own work products. Travel to, from, and between projects sites, some of which may be in remote locations within WSDOT’s Olympic Region. Lead preparation and/or update of various planning studies, analyses, and initiatives. Develop and implement the appropriate level of data analysis, research, and community engagement. Qualifications To be considered for this opportunity, one of the following is

required : Bachelor’s degree involving major study in transportation, urban, regional or land use planning; engineering, natural or physical sciences or related study

AND

four (4) years of professional transportation experience involving analysis and evaluation of transportation issues and problems. A Master’s degree in one of the above fields will substitute for one (1) year of required experience. OR

Two (2) years as a Transportation Planning Specialist 3, Transportation Engineer 3 or equivalent classification in city or county agencies. OR

Equivalent combination of education/experience.

In addition to the above, the following are also

required :

Knowledge of the Growth Management Act to develop and review plans and make appropriate recommendations for compliance. Understanding of transportation planning principles, and related federal and state laws, standards, and guidelines. Knowledge and experience with the State Environmental Policy Act (SEPA) review processes. Strong interpersonal skills to work effectively with others and to independently complete assigned tasks. Knowledge and experience working with local and state agencies, Metropolitan Planning Organizations, Regional Transportation Planning Organizations, and tribal nations. Skills to communicate complex information effectively and professionally to a diverse audience, including those with non-technical backgrounds, both orally and in writing, using a variety of media and methods, including, but not limited to telephones, email, text, written memoranda and reports, video conferencing, computer conferencing, and in-person presentations. Proficient in operating Windows based computers and software, such as MS Office Suite, including Excel, Word, SharePoint, and Outlook; Cloud computing; virtual meeting software, such as MS Teams; and various software applications used to develop calculations, documents, spreadsheets, estimates, and project scheduling. It is

preferred

that qualified candidates also have: Knowledge of WSDOT policies and guidance related to land use, active transportation, system preservation, and operations and management. Knowledge of WSDOT policies and guidance related to development impacts and transportation impact analysis. Knowledge of recent statutory changes related to middle housing streamlining, SEPA categorical exemptions, and GMA requirements. This is a project (limited duration) opportunity, expected to last through July 2025. The salary range listed includes the general wage increase of 3% that was applied for all state employees on July 1, 2024.
