The School District of Philadelphia Office of School Safety and Office of Prevention and Intervention are collaborating with the Philadelphia Police Department to develop and implement an innovative, trauma-informed approach to prevent and intervene early in serious incidents in Philadelphia Public Schools. The program will involve a major training initiative to increase knowledge and awareness of student exposure to trauma and to develop and implement policies and practices to mitigate negative effects associated with trauma exposure among students. To lead the administration of this program a Project Manager (Handle with Care specialization) is being hired.

Job Summary:
The role of the Project Manager is to help implement the District's overall strategic management
goal: creating an aligned organization capable of supporting a high-performing system of
schools. The work of the Project Manager will touch on all of the core components of strategic
management: determining organizational goals; prioritizing and pursuing the highest impact
strategies to achieve those goals; tracking progress against targets; strategic problem-solving;
coordinating across functional areas; evaluating and adjusting strategies based on data; holding
the organization and team members accountable for progress toward collective goals; and
identifying and celebrating individual and team contributions to overall efforts.
A successful Project Manager will enjoy working at a fast pace; serving in leader, facilitator, and
team member roles; developing innovative, evidence-based strategies and solutions to
operational barriers; resolving policy barriers; and institutionalizing change.

Essential Functions:
•Drives incorporation of performance management approaches - and performance culture - in
key interactions across the organization.
•Establishes routines and facilitates regular project meetings among various District staff
involved in implementing and evaluating Action Plan initiatives or project components, or
System of Great Schools process for purposes of progress monitoring, program review, and
program improvement.
•Provides problem-solving support to initiative managers and helps ensure that input and
feedback from colleagues across the organization is solicited and incorporated.
•Supports initiative managers to identify risks, strategize solutions, and develop plans to
address identified issues in order to maintain initiative/project momentum.
•Directs and oversees all program components at the School District of Philadelphia, including
managing project staff at partner sites.
•Ensures that District and partner staff is adequately trained in their functions.
•Assists with the implementation of policies and procedures for achieving the goals and
objectives of the program.
•Oversees implementation of program strategies to facilitate the achievement of programmatic
objectives.
•Researches associated policies and practices to assist with development of policies and
procedures for the Handle with Care model.
Ensures the accumulation of and entry of all data into data management system.
•Oversees the use of a common system of measurement and academic metrics as outlined by
the grant performance measures.
•Generates quarterly performance reports.
•Performs data management and statistical analysis skills.
•Use statistical programs such as SPSS and ArcGIS.
•Leads all project meetings.
•Maintains liaison with school administrators and staff
•Oversees the provision of program services; maintains appropriate records and files on all
program activities; generates reports as requested by superiors.
•Collaborates with managers to develop project timelines and milestones to help reach
implementation goals and outcomes.
•Maintains comprehensive records of program information.
•Assists with writing related grant proposals. Minimum Requirements:
•Master's degree from an accredited college or university.
•Three years of full-time, paid, professional experience in project management, consulting, policy, operations, or research, which has included working in education or a related field

•Any equivalent combination of training and experience determined to be acceptable by the
Office of Talent.

Knowledge, Skills and Abilities:

Demonstrated knowledge of:
o The program implementation process, including the methods and techniques used in
effective program planning, design, and administration.
o Data management and statistical programs.
o Project management principles and practices.
o The principals, practices, and procedures underlying coordination of large-scale projects
and initiatives.
o Lead and implement policy with key criminal justice partners.
o Training development and implementation.
o Writing technical/analytical documents.

Demonstrated ability to:
o Effectively handle multiple tasks simultaneously.
o Provide technical support to administrative and school staff.
o Use various office tools such as Microsoft Excel and Word.
o Navigate statistical software, including SPSS and ArcGIS.
o Communicate effectively, both orally and in writing.
o Establish and maintain effective working relationships.
