Purpose of the Position:

Receive, process, and evaluate all voluntary and involuntary Regular Army (RA) enlisted retirements and separations to include managing the Army's Qualitative Management Program (QMP)
Duties & Responsibilities:
  • Responsible for processing Regular ARMY retirement and separation actions.
  • Ensure that actions are processed in a timely manner and that Soldier's desired retirement dates coincide with mission requirements.
  • Process and forward enlisted involuntary separation actions when the separation authority is the ASA (M&RA).
  • Manage the Qualitative Management Program (QMP) for identification and notification of Soldiers selected for involuntary separation.
  • Process involuntary separation actions for enlisted Soldiers assigned to the Individual Ready Reserve.
Key Tasks:
  • Complete a comprehensive review of case files, records, and documents NLT two workdays after receipt from the PEB to verify all required information is present, accurate and free of cross-contamination. The records review shall be conducted IAW AR 635-40, current agency standard operating procedures (SOPs), internal controls and all applicable DoD directives and instructions.
  • Flag and report any inconsistencies in the record or case dispositions to the Government.
  • Identify cases requiring mandatory, quality assurance, or directed review to the Agency Appellate Review Staff utilizing the EDES application or via email in accordance with AR 635-40 and agency SOPs.
  • Ensure all personnel and PEB case disposition information is correct in the record.
  • Ensure all items on DA Form 199 (PEB Proceedings) are completed in accordance with (AR 635- 40 and agency SOPs.
  • Merge and label all required PEB documents in the required format via the EDES application for upload to iPERMS and permanent storage in applicable personnel records.
  • Make required entries into Transition Point Processing System III (TRANSPROC III) for all active-duty Soldiers being separated or retired within the 5-day DoD and Army case Final Disposition goal to include approval of PEB proceedings on behalf of the Secretary of the Army. Obtain necessary documents to support issuance of orders for all Army National Guard (ARNG) and U.S. Army Reserve (USAR) Soldiers not on active duty and prepare t HQ, USAPDA, separation or retirement orders for Government signature. Prepare other correspondence as necessary including, but not limited to Soldier "Fit Memorandums," appeal responses, and transmission documentation for external and internal routing in accordance with AR 25-50 (Preparing and Managing Correspondence).
  • Make appropriate entries into the Veterans Tracking Application (VTA) to identify cases received at the agency HQ and cases where action has been completed. Review and update VTA entries, removing errors or making corrective entries as necessary.
  • Assist with the correction of military records for individuals granted relief by the Army Board for the Correction of Military Records (ABCMR), the Physical Disability Review Board (PDBR) or by court action. Prepare orders and corrected documents for signature and coordinate with transition centers and The Adjutant General Directorate Veterans Inquiry Branch to issue required orders and DD 215s.
  • Add newly completed or updated documents to case files and records as appropriate, forwarding updates to all addresses via mail or email. List of addressees shall be issued to the contractor during the phase-in period.
  • Receive e-mails, phone messages from soldiers inquiring about case status, general questions on the IDES process, refers Soldier to the appropriate branch or external government entity, HRC, VA, DFAS, DEERS, etc. This is done on a five-day days rotating schedule and averages 60 calls and emails weekly.
  • Contact 40 plus Soldiers per week, phone calls and emails, upon finishing their IDES process to inform them of the DA 199 disposition, rating percentage, servicing transition center name, date of retirement separation orders with a "no later than" date, and verify soldier has PEBLO contact information. Task is subject to a suspense date for completion. (Have not been trained yet).
Minimum Qualifications/Competencies:
  • The contractor shall become acquainted with and comply with all company regulations, Government regulations, manuals, and technical documents as applicable.
  • Strong reading, writing and verbal communication skills.
  • Ability to work well with others.
  • Competency using basic office software such as Adobe Acrobat Pro and Microsoft Office applications including but not limited to Outlook, Word, and Excel.
  • Ability to work under pressure with short and conflicting deadlines.
  • Maintain high standards of honesty, integrity, trust, openness, and respect for case review applicants, and internal and external organizations.
  • Ability to obtain and maintain government security requirements.
Performance/Standards of Measure:

Process all cases in accordance with the processing standards contained in AR 635-40, EXORD 080-12 Army Disability Evaluation System (DES) Standardization (dated 17 FEB 12) and other applicable DoD directives and instructions.
