MELE requires a Senior Program Analyst to support the Operations and Maintenance Division (NA-914).The Senior Program Analyst will provide technical services to support the Operations and Maintenance Programs with planning, prioritizing, and monitoring program execution in support of increased mission tempo Nuclear Security Enterprise (NSE)-wide. The Senior Program Analyst will lead development of an NSE-wide Utility Energy Service Contracts (UESC) strategy, support the development of a long-term Operations and Maintenance funding strategy for Kansas City National Security Campus (KCNSC) as Kansas City Non-Nuclear Component Expansion Transformation (KCNExT) is delivered; and support the integration of the BUILDER Sustainment Management System with Enterprise Maintenance programming.

The Enterprise Blueprint will define NNSA's integrated priorities for the capabilities to achieve needed capacity, resilience, and responsiveness across the distributed enterprise.The Blueprint will outline plans for modern production capabilities, science and technology infrastructure, aspects of future business systems, and integration of new technologies and processes.

The NA-90 Build SMART initiative aims to improve cost estimating and upfront planning, increase partnerships that support delivering projects more quickly, and deliver capability for the complex on time and within budget.SMART stands for Strategic Planning, Mission Focused, Agile, Risk Informed Decision Making, and Timely.

BUILDER is a software program that helps NNSA proactively respond to emerging infrastructure needs by recommending building component repairs and replacements at the most opportune time, thus ensuring the greatest return on investment and maximizing risk buy-down given limited resources.

The Senior Program Analyst position requires a background in program and project management, and related financial management, business operations, and/or data analytics to provide technical and advisory services for program evaluation.The position will involve the following:

Lead development of an NSE-wide Utility Energy Service Contracts (UESC) strategy. Support the development of a long-term Operations and Maintenance funding strategy for Kansas City National Security Campus (KCNSC) as Kansas City Non-Nuclear Component Expansion Transformation (KCNExT) is delivered Support the integration of BUILDER with Enterprise Maintenance programming. Provide technical, analytical, and financial support and advice to NA-914 senior management and program managers on assigned tasks and projects. Review, track, and analyze a variety of project execution data (sometimes from disparate sources); track, assess, and analyze performance at the site, and program levels, and at the project level, as identified. Provide program management support to plan, prioritize, and monitor the execution of approved scope and coordinate with the organization's planning, budgeting, and interface with other NNSA programs and organizations. Conduct reviews of technical documents, primarily monthly performance reports, including project and funding proposals and program plans. Provide support to coordinate, identify, discuss, document, and track actions. Conduct independent research, obtain information from various sources, and perform special studies as needed to develop innovative solutions to complex challenges. Forecast the impact of changes to short- and long-term plans, based on Department specific tools and data systems. Support the development of reports, briefings, guidance documents, and press releases.

MINIMUM REQUIREMENTS:

College Graduate required; preferred B.S. Prior work experience performing technical data management experience is an acceptable substitute for non-technical degree Minimum of 4 years of applicable experience including minimum 2-years supporting federal government programs Program management skills including financial management Data analysis and graphical expertise Demonstrated ability to consolidate multiple reviewers' input and to manage an oversite process for execution of a portfolio of projects Ability to work as part of hard working, dynamic team Highly energetic and innovative Ability to acquire DOE Q clearance Full time position with a combination telework/in office. DESIRABLE QUALIFICATIONS:

Master's Degree in related field Experience supporting NNSA programs and/or familiarity with NNSA M&O model DOE Q clearance LOCATION: Washington, DC area.Combination telework/in office.

Telework options are available with a requirement to be in the office at least three days a week, based on the level of in-person meetings and office needs.
