DESCRIPTION

THE AGENCY
Treasurer-Tax Collector Department's mission is to provide County departments and all other depositing agencies with secured and convenient countywide central banking facility and countywide central banking facility and countywide treasurer administration services, including the investment of monies on deposit with Treasurer in the Treasurer's Investment Pool, provide real estate and personal property tax billing and collecting services, provide business licensing services in the unincorporated areas of the County, and provide in-house administration of the County's deferred compensation plan programs for eligible employees.

THE POSITION

Under general supervision, performs office and field audits to determine liability for business licenses, utility users' tax, and hotel and lodging tax; performs field examinations and research related to tax auditing; prepares audit-supporting documentation and reports; acts in a lead capacity in the absence of the Collection Supervisor II; trains new employees and ensures they are following applicable policies, standards, and guidelines; and perform other related duties as required.

This classification is located in the Business License Tax Section of the Treasurer-Tax Collector's Department and reports to the Collection Supervisor II. This classification is distinguished from Collection Supervisor II in that the latter classification is the first-line supervisor with overall responsibility for the operation of the section. The incumbent will perform office and field audits to establish possible tax liabilities and will assume the role of lead in the absence of the Collection Supervisor II.

MINIMUM QUALIFICATIONS

EITHER I

Experience: The equivalent of one (1) year of full-time experience in the classification of Auditor in the Alameda County classified service.

OR II

Experience: The equivalent of two (2) years of full-time experience in the classification of Treasurer-Tax Collector Specialist III, or the equivalent of three (3) years of full-time experience in the classification of Treasurer-Tax Collector Specialist II specifically in the Business License Division of the Treasurer-Tax Collector's Department.

OR III

Education: Possession of a bachelor's degree from an accredited college or university with major coursework in accounting, business administration, finance, or a closely related field.

Substitution:

Additional experience, as outlined below, may be substituted for the education requirement on a year-for-year basis in Pattern III.

AND

Experience: The equivalent of two (2) years of full-time professional accounting or auditing experience or the equivalent of one (1) year of full-time accounting or auditing experience in a city or county business license office.

License: Possession of a valid California Motor Vehicle Operator's license.

Special Requirement: Must be available to attend business-related conferences both on a single day or multiple days, both locally and with travel, including overnight stays.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

  • Principles and practices of accounting, including procedures, systems, financial statements, and methods of reporting.
  • Principles and practices of auditing.
  • Principles and practices of business computer applications, including audit controls and terminology.
  • Legal and procedural guidelines for accounting and financial transactions record keeping and interpretation of business and utility users' tax regulations.
  • Alameda County Business License, Utility Users' Tax Ordinance, the cannabis ordinance, and zoning ordinance.
Ability to:

  • Prepare clear, concise, and complete statistical and financial reports.
  • Evaluate financial statements, accounts, and reports to ensure compliance and accurate reconciliation of data.
  • Apply recognized auditing quality assurance standards to auditing assignments.
  • Interpret and explain County business license and utility users' tax regulations.
  • Perform comparative analyses of financial data and reports and arrive at correct conclusions.
  • Establish and maintain effective working relationships with co-workers, representatives from other governmental entities, departments, agencies, and the public.
  • Exercise sound and independent judgment within established policies and guidelines.
  • Perform lead functions and duties, such as training new employees, and ensuring compliance with applicable policies and procedures, as required.
EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of the applicants' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. An oral interview which will be weighted as 100% of the candidates' final examination score. The oral interview may contain situational exercises and may be administered virtually.


Candidates must attain a qualifying rating on each portion of this recruitment.
