Nature Of Work

An employee in this class is responsible for performing a variety of engineering assignments of more than average difficulty, which may include land development, construction, inspection, or maintenance of projects or traffic engineering activities within the City right of way (ROW). The employee will function as a civil, traffic, and right of way engineer. They serve as an expert and is knowledgeable of ROW use requirements, permit requirements, and construction standards. They must have reasonable knowledge and understanding of public right of way, and sensitivity in working with various organizational and political issues. Strong organizational, planning, and communication skills are required, as well as reasonable knowledge and understanding of ROW design and construction criteria. Under direction, the employee exercises reasonable initiative and independent judgment in selecting work methods and formulating recommendations to meet program needs, objectives, and goals. Documents are reviewed and approved prior to permit issuance/initiation of construction. Duties include contacting permit applicant/contractor for clarification through conference calls or emails. Responsible for developing appropriate permit conditions/comments for implementation by the permit applicant/contractor.

Examples of Duties

Right of Way permitting functions include reviewing right of way (ROW) permit applications, construction plans and customized maintenance of traffic (MOT) plans. Responsibilities include review of public and private utilities and transportation infrastructure; responses to public inquiries/complaints for active permits and MOT modification; and assists with coordination of special events.

The engineer actively reviews and provides recommendations for ROW and permitting related changes in local ordinances. Participates in ROW permitting issuance and permit system (Accela). Serves as an expert and is knowledgeable of right of way (ROW) use requirements and permits, making sure that all permitting, and ROW use requirements are met.

The person in this position provides input and reviews development of or revisions to rules, regulations, ordinances, and correspondence; reads and interprets site plans, technical drawings, and diagrams to determine compliance with technical standards.

Approves or disapproves documents submitted through permit applications process and communicates results to appropriate design professionals (developer, architect, engineer, contractors, etc.); Works with ROW Inspectors to resolve safety concerns/public inquiries and compliant with permit conditions.

Conducts field investigations, surveys, and inspections to collect information/evidence when necessary; performs special engineering research studies and investigations as directed.

They may assist with the development of Press Releases/Traffic Advisories, public relations, and media programs; work with neighborhood associations and environmental groups to improve communications between residents, businesses and City government.

Drafts and coordinates complaint responses to citizens, City Council and City administration; monitors and coordinates customer service center and website inquiries.

Trains sub-professional, technical, and clerical personnel, as required.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of: the principles and practices of utility departments and transportation engineering; federal, state, and municipal rules, regulations, ordinances, and other pertinent documents.
Skills in: the use and care of engineering tools; reading and interpreting site plans and construction drawings; use of personal computers and software including Microsoft Office, pdf markup software, databases, Accela, GIS, and applicable engineering software (models).

Ability to: plan, coordinate, and review the work of others engaged in a variety of engineering assignments; read and interpret engineering data, blueprints, technical drawings and diagrams, plans, and specifications; review and provide comments on Maintenance of Traffic (MOT) plans; analyze engineering data and draw sound conclusions; prepare and submit detailed, clear, concise reports, both orally and in writing; establish and maintain effective working relationships with other employees, officials, and the general public.

Physical Requirements

Mostly sedentary, indoors, occasional outdoors and lifting, requires frequent use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree in engineering, preferably in Civil Engineering, and three (3) years of related post-degree engineering experience.

Or

An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.

Licenses or Certifications

Possession of a valid driver's license required.

Professional Engineer (PE) or Fundamentals of Engineering (FE) designation preferred.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.
