: Performs a variety of field and office work necessary to implement and ensure compliance with the City’s Industrial Pretreatment Program pursuant to federal regulations and state and federal water quality requirements. Inspects public and private facilities, public education and outreach, spill reporting, enforcement and or legal settlement of violations of the San Luis Obispo Municipal Code, state, and federal environmental regulations. Manages caseload, coordinates initial and follow-up investigations and monitoring of the City’s wastewater for inspection, compliance, and enforcement duties. Engages the public, staff, and regulatory agencies in achieving the City’s environmental quality goals. Provides a variety of support activities for the City’s stormwater compliance program.

CLASS CHARACTERISTICS: This classification is part of the “Skills Based Pay” (SBP) program. Employees in this classification shall have the opportunity to advance within the range. Advancement shall be based on attainment and continued demonstrated performance of the required knowledge, skills, and abilities, and/or required certifications, and the recommendation of the department head. SUPERVISION RECEIVED AND EXERCISED

: This class receives general direction from the Environmental Programs Manager within a framework of established City policies, procedures, and state and federal laws. General direction, for purposes of compliance, is provided to professional, technical, and intern staff working under the direct supervision of others. Oversight is provided to business managers, contractors, residents, and others subject to the provisions of the City’s Sewer Use and water quality ordinances. EXAMPLES OF DUTIES AND RESPONSIBILITIES

: (Any one position may not include all the duties listed nor do the listed examples include all tasks that may be found in positions of this class.) GENERAL: Initiate appropriate and consistent enforcement action after identifying violations of local, state, or federal environmental laws. Prepare and issue written notices of requirements for violations of environmental regulations. Participate in civil and criminal hearings by testifying in court with written and oral communication as required for civil and criminal matters. Maintains detailed records and completes reports relative to inspections, enforcement activities, and field data collection. Collects water, wastewater, soil, sludge and receiving water samples from a variety of sources including creeks, spill sites, manholes, sewer lines and storm drains and maintains automatic samplers in proper working condition. Analyzes and interprets routine test results for use in studies, regulatory compliance, process control, and for the public. Conducts and evaluates special monitoring projects. Provides assistance and information to the public; answers telephone and counter inquiries regarding City ordinances and best management practices. Develops and conducts training programs to educate the general public, business owners, contractors, and City staff regarding industrial waste. Perform unannounced field inspection of industry, and business outside of regular business hours. Assists violators by offering practical suggestions to attain compliance. PRETREATMENT: Inspect a variety of pretreatment systems, facilities and processes of industrial, commercial, and residential establishments for compliance with federal, state, and local regulations related to pretreatment and pollution prevention; collects data use in evaluating compliance with applicable standards. Analyzes industrial processes to identify waste streams, chemicals used, wastes involved, waste storage and disposal methods; issues Notices of Violation and Correction Notices as required. Conducts field investigations of alleged violations involving illegal discharges and determining the source of the discharge. Collects and manages samples from Industrial Dischargers, Water Resource Recovery Facility (WRRF), and surface waters; complete appropriate documentation, including chain of custody documents; recognize appropriate sampling locations; use appropriate collection methods, containers, and sample preservation methods. Processes monthly self-monitoring reports for accurate documentation of Categorical facility waste streams. Reviews and issues new permits for regulated Class I and II facilities. Evaluate local and federal compliance monitoring reports such as solvent and spill management plans, baseline monitoring reports, total organic management plans, periodic reports of continued compliance, pollution prevention plans, self-monitoring plans, and sample results.

KNOWLEDGE AND ABILITIES

: Knowledge of: State, federal, and local pretreatment regulations. Uniform Plumbing Code and its application to proper grease interceptor sizing and installation. Proper safety methods for dealing with blood borne pathogens, wastewater, confined space entry, delineation, lifting of heavy objects, and hazardous waste and materials. Proper safety precautions and procedures and maintaining the laboratory in a safe, clean, neat and orderly condition; the fundamentals of laboratory chemistry and mathematics; maintaining and repairing all sampling equipment. Applicable codes, laws, regulations and practices related to the storage and use of hazardous materials. Principles and practices of chemistry, biology and/or geology as applied to regulated hazardous materials, hazardous wastes and industrial wastes and water quality. Report writing, computer-based word processing, and database operation and maintenance. Best Management Practices for effective stormwater management and water quality at Class I, II, and Significant Industrial User (SIU) facilities. Stormwater regulations to ensure compliance with pretreatment program and stormwater requirements. Flow measuring methods, equipment, apparatus, and their uses. Ability to

: Write clearly and concisely in reports, correspondence, and informational brochures. Share technical and/or specialized information to resolve conflict while gaining cooperation and consensus from the public and City employees. Interpret construction plans, provide feedback, observations, and analysis to appropriate City staff. Utilize computer software application including Microsoft Office products. Interpret a variety of physical, chemical, microbiological, and bacteriological tests on water and wastewater. Learn basic hydraulic and environmental engineering concepts. Techniques for explaining technical concepts to non-technical individuals and groups. Obtain additional professional certifications. Be professional and rational when dealing with the public in potential tense situations. Work in inclement weather and in rough terrain and work with a variety of field equipment. Work with exposure to potentially hazardous conditions and chemicals, using appropriate safety equipment and precautions. EDUCATION AND EXPERIENCE

: A bachelor’s degree in chemistry, biochemistry, biology, microbiology, environmental, sanitary, or public health engineering, natural or physical science; or An equivalent combination of education and experience.

POSSESSION AND MAINTENANCE OF: A valid California class C driver's license and a satisfactory driving record. Certification of California Water Environment Association Grade I Environmental Compliance Inspector or ability to obtain within one year of hire. Possession of a National Pollutant Discharge Elimination System (NPDES) Stormwater Inspector certificate. Certification of California Penal Code 832 is desirable.
