Primary Objective

Reporting to the Deputy Chief Talent Officer, and in collaboration with the Institutional Resource Development department, the HR

Manager-Grant Strategy plays a pivotal role in supporting CCC’s grant-funded initiatives by overseeing and managing staffing needs for grant-funded faculty and non-faculty positions across the district.

The HR Manager-Grant Strategy collaborates closely with key stakeholders--including college leadership, District Office (DO)/College HR staff, grant project managers (PMs)/Principal Investigators (PIs), the Institutional Resource Development department, and DO Finance/College Business offices— to manage and consult on staffing needs effectively and strategically at each stage of a grant, including grant proposal, pre- and post-award and implementation stages, as well as at the end of a grant. This position is responsible for developing staffing plans, coordinating and auditing all phases of the recruitment and onboarding life cycle, ensuring compliance with staffing-related grant requirements, and partnering with District Office Finance and College Business Offices to develop project budgets related to grant-funded staffing needs.

Essential Duties

Manages the development, implementation, and maintenance of a streamlined HR process to assist faculty and staff across the district with all areas of grant-funded position creation, personnel hiring, selection, and onboarding, in consultation with the Institutional Resource Development department. Working closely with the Institutional Resource Development department, serves as the primary liaison and consultant to College/District Office leadership, DO/College HR staff, DO Finance/College Business Offices, grant PIs, and hiring managers regarding grant-funded positions. Provides timely guidance and advice throughout the entire lifecycle of grant-funded staffing, ensuring compliance with grant requirements. Maintains comprehensive support and oversight from the initial identification of grant-funded staffing requirements to the creation or revision of necessary job descriptions, through the posting, hiring, and onboarding processes, and through the eventual expiration of grant funding for positions. In consultation with the Institutional Resource Development department, works with College HR and/or District Office HR and grant PMs/PIs during the development of grant proposals to strategize around the grant’s staffing needs and to identify positions to be filled and their function; works with District HR in determining appropriate job title/classification and salary grade for positions; assists in developing new or revising existing job descriptions for identified positions as needed. Collaborates with Finance and GMs on developing project budgets related to personnel costs. Consults with District Office Compensation and Finance/Budget on issues relating to grant-approved salary levels for positions. Coordinates all aspects of the recruitment process for grant-funded positions in partnership with DO/College HR and Talent Acquisition teams, including job postings, job advertisements, candidate sourcing, candidate screening, interviewing, selection, and onboarding, ensuring compliance with established CCC recruitment policies and procedures as well as alignment with grant objectives and timelines. Collaborates with District Office Talent Acquisition team and College HR to develop effective recruitment strategies to attract a diverse pool of qualified candidates for open/ vacant grant-funded positions in coordination with the Institutional Resource Development department and hiring managers. Utilizes CCC’s applicant tracking and onboarding system to monitor the requisition and hiring process for grant-funded positions. Maintains database to monitor and track the timely hiring of candidates for grant-funded positions and the appropriate spend-down of grant funds. Ensures continuity of grant-funded positions in the case of resignations or terminations. Addresses and resolves issues related to hiring grant-funded positions, in coordination with the Institutional Resource Development department, DO/College HR, DO Finance/College Business Offices, grant PMs/PIs and other key stakeholders. Ensures seamless transition of grant-funded positions upon funding expiration, adhering to collective bargaining agreements and CCC policies, while prioritizing timely communication to impacted employees and managers. Stays informed about best practices, trends, and regulations related to HR issues in grant-funded environments. Performs related duties as required.

Qualifications

Bachelor’s degree from an accredited college or university in Human Resources, Business Administration, or a related field. Master’s degree preferred. Five years of progressive experience in Human Resources, project management, or in a non-profit setting with an emphasis on recruitment, employment services or talent acquisition administration. An equivalent combination of education, training, and experience may be taken into consideration. Experience in Human Resources or customer service preferred HR Certification (e.g., SHRM-CP/SCP, PHR/SPHR) desirable Experience working within higher education and/or a public sector employer desirable Demonstrated commitment to a culture of diversity, equity, and inclusion Detailed knowledge and some experience of internet sourcing and recruiting strategies and practices desirable Knowledge of HR policies and procedures Knowledge of employment laws, regulations, and best practices applicable to recruitment and hiring Knowledge of Taleo talent management software or other applicant-tracking and onboarding system desirable Excellent communication, interpersonal, and relationship-building skills Excellent organizational and time-management skills Ability to collaborate effectively with diverse stakeholders Ability to manage multiple priorities and drive results in a dynamic and fast-paced environment Ability to exercise discretion and maintain confidentiality Ability to work independently and as a member of a team Proficiency in the use of Microsoft Office (Word, PowerPoint, Excel, Outlook)
