Updates drainage billing data. Addresses customer inquiries and prepares corrections and adjustments as needed. Prepares daily deposits and makes related deposit postings. Responsible for coordinating resolutions of complex customer queries. Provides support and processes applications for MSD’s customer financial assistance programs. Ensures appropriate characteristic types are entered into the CCB billing system. Completes daily internal and external requests. Provides CCB support to various MSD departments. Maintains and updates all loan types in CC&B. Researches and resolves all customer issues regarding financing of assessment loans and collection of delinquent assessment, connection or SSLRP loans.

Essential Job Functions

Places new customers on sewer and drainage charge as appropriate. Researches and resolves customer inquiries on sewer and drainage charges. Assists customers with billing issues according to MSD’s policies and procedures. Processes customer adjustments and bill corrections as needed. Performs balance transfers. Coordinates with LOJIC/GIS in the re-measurement of properties for drainage charge. Coordinates with Engineering to bill customers based on extension of boundaries information. Responsible for making daily deposits of receipts and related deposit postings in the financial systems. Assists customers applying for MSD’s financial assistance programs. Processes customer financial assistance program applications. Prepares written correspondence regarding financial assistance applications including approval and denial letters. Prepares invoices for customers with special billing agreements. Explains general requirements and cost considerations regarding installation of private meters. Explains general requirements and cost considerations regarding MSD’s assessment loan program. Coordinates with Engineering department on the final phase of assessment projects to ensure projects are advertised, billed and liens placed on all properties. Maintains the loan ledger database for assessments and connection fees. Responds to requests on payoffs for assessment and connection loans. Prepares correspondence on lien releases, new loans, and retention basin credit adjustments. Interacts with LWC employees on a daily basis. Works with Legal regarding bankruptcies and foreclosures. Assists with PM meter billings and onsite field investigations for meter reads as needed. Performs special projects as required. Knowledge, Skills and Abilities Necessary to the Work

Knowledge of accounting principles and techniques; knowledge of Generally Accepted Accounting Procedures; skill in using CC&B, Infor Public Sector (IPS), eB Bentley, and SAP; skill in oral and written communication; skill in managing multiple priorities; skill in problem solving; skill in operating a PC and associated Windows environment software (e.g. Microsoft Office Suite); ability to research problems and initiate solutions; ability to read engineering drawings; ability to make sound decisions based on available information; ability to organize work effectively; ability to maintain accurate records; ability to be courteous and helpful under pressure; ability to work effectively under heavy, unpredictable surges in workload. Bachelor Degree in Accounting, Business, Public Administration or a related field; three or more years of related experience; an equivalent combination of education and experience may be substituted. Must possess a valid driver’s license. Must have safe work and driving habits.
