OVERVIEW

The Program Financial Analyst will support the financial execution, monitoring, and reporting of program execution under the International Security Cooperation Program (ISCP) account managed by the Defense Security Cooperation Agency (DSCA).

RESPONSIBILITIES

Provide programmatic and administrative support. Assist in coordinating and facilitating information management; fostering interdepartmental relationships; performing research; analyzing data; producing ISCP account financial execution reports; monitoring funds transferred to Implementing Agencies; budget management; and supporting the production and delivery of the 333 Quarterly Monitoring Report to Congress. Assist the planning, slide preparation, and execution of meetings requiring financial updates and keep the Country Finance Director (CFD) informed of financial execution progress and issues. Coordinate with ISCP account stakeholders and organizations internal to DSCA including CMP, GCD, and OGC. Identify and document improvements to business processes in support of BPC program implementation to strengthen and ready the Department of Defense to achieve a clean audit opinion. Perform other duties as assigned.

QUALIFICATIONS

Must have a minimum of three (3) years of work experience (sometime within the last five (5) years) related to an understanding of Security Assistance, Foreign Military Sales (FMS), and/or Security Cooperation financial and program management is a prerequisite of the position. Strong computer, and analytical skills, and the ability to research and communicate effectively in writing. Flexibility, excellent interpersonal skills, project coordination experience, and the ability to work well with all levels of internal management staff and Department of Defense (DoD) counterparts. Knowledge and prior experience in financial management and project management. Understanding of budgeting and appropriations as it relates to program execution, including a familiarity with how to initiate and track Military Interdepartmental Purchase Request (MIPR) and Intra-agency Agreements (IAAS). Must be able to foster a positive relationship with DoD Agencies, State Department, respective Combatant Commanders, Joint Staff, Military Departments, and in-country Security Cooperation Officers. Proficient in MS Office Suite applications Outlook, Word, and PowerPoint. Strong proficiency with Microsoft Excel to perform data evaluation, formulas, analytics, and spreadsheets. Must be able to transfer presentation graphics from Excel into PowerPoint or Word. Proficient in DSAMS and SCIP. Familiarity with Security Cooperation and DoD Financial Systems including DAI; DIFS, Oracle Hyperion Budgeting Formulation software, and various MILDEP Enterprise Resource Planning systems

PREFERRED QUALIFICATIONS

Increased experience in related security cooperation areas and programs is a capability above threshold minimum requirements, such as BPC programs - military requirements and capability development, and Section 333. Increased experience in LOA/ pseudo-LOA financial management, budget development, and/or process improvements is a capability above threshold minimum requirements. Familiarity with business intelligence or data visualization software systems such as Microsoft Power BI, Tableau, or others.

EDUCATION & CERTIFICATIONS

Bachelor's degree in finance, Business administration, or related field.

CLEARANCE

Pursuant to a U.S. Government contract, this position requires U.S. Citizenship. Active DOD Secret clearance is required
