The Division Manager for Design & Construction Administration Team (DCAT) of the Facilities Management Department is a highly responsible professional position requiring an ethical leader skilled in administration, supervision, and leadership of a diverse department that manages construction and renovation projects. The person in this position will be responsible for planning, organizing, budget management, procurement, construction project administration and coordination, and provides direction and oversight for comprehensive department programs of the County, attending Board meetings (as needed), and other administrative duties and training functions in accordance with the mission, goals and objectives as articulated by the Department Director.

The Division Manager ensures that assigned program functions meet all applicable laws, regulations, and County policies and administrative rules; provides professional assistance to County leadership and staff in areas of expertise; fosters cooperative working relationships with intergovernmental and regulatory agencies; and performs other duties as assigned. This position requires discretion to work with confidential and sensitive issues on a regular basis.

The Division Manager reports directly to the Department Director or their designee.

EXAMPLES OF DUTIES

Provides direct supervision for professional, technical, and administrative staff assigned to the Division. Performs mentoring and evaluations of staff through observations and written reports, recognizes successes in achieving established goals, and takes corrective measures regarding inconsistencies and shortcomings

Provides professional administration of construction projects, which includes strategic planning, Scope of Work, construction project estimates, solicitation of professional design services and contractors, administration of contracts, responding to contractors requests for clarification, reviewing and approving contractor payments, monitoring work status, conducting project progress meetings, processing project submittals, negotiating and processing change orders, managing project close-out and warranty period, certifying project completion, and performing other related tasks

Manages design consultants, which includes, issuing requests for proposals, review proposals and qualifications, recommend consultant selection, review and negotiation of consultant fees, issue and manage contracts, review work output and schedule, process payments requests, issue contract amendments, schedule design review meetings, provide input on technical issues, develop consultant evaluations, and perform other related tasks

Inspects construction sites to ensure conformance with plans and specifications

Performs quality control reviews of construction documents (plans, specifications, etc.) through all phases of design for accuracy and constructability to ensure compliance with applicable codes, design criteria, potential change orders, and project goals. Reviews final bid document set for completeness and potential bid questions

Performs project cost management and accounting functions; negotiates claims and change orders on construction projects to achieve equitable resolutions such that the best interests of the County are met

Assists internal staff and elected officials in determining project needs; project programming with stakeholders, prepares Scope of Work, the development of detailed construction estimates, and any other construction administration or management process disciplines that may be needed

Performs other duties of a similar nature or level

TYPICAL QUALIFICATIONS

Minimum Qualification Requirements:

Training and Experience:

Bachelor's degree in Architecture, Engineering (Construction related), Construction Project Management, or a related field and five years of experience in the vertical construction field, three of which were in a supervisory role and/or project management role, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job

Licenses and Certifications

Valid driver's license from state of residence
