Summary

The Pension/Payroll Accountant III is responsible for providing the Controller - Payroll Group with expert level support in payroll/pension processing for current and former employees.
Essential Duties

  • Responsible for monthly pension processing for approximately 1600 retirees
  • Ensure that all pension spreadsheets are kept current and accurate.
  • Ensure pension procedures are in compliance with Act 96 and county pension plan
  • Year-end pension processing - produce Approx 2500 1099R's and file 945 at year-end for retirees
  • Perform annual maintenance in Peoplesoft for retirees - interest posting, refund flags, etc.
  • Prepare & disperse pension refund checks on a monthly basis
  • Prepare annual pension census report for actuary
  • Assist with reconciling Payroll and Pension bank accounts on a monthly basis
  • Prepare and maintain pension refund/vesting packets.
  • Make monthly Pension tax deposits
  • Backup to Payroll Manager for biweekly payroll processing
  • Maintain Earnings and Deduction tables in PeopleSoft
  • Prepare any necessary journal entries
  • Assist with balancing pension for GASB reporting
  • Maintain 457 b deductions
  • Transfer deduction files to vendors during payroll processing
  • Review Inova data during Payroll Processing.
  • Responsible for balancing deductions during Payroll Processing.
  • Assist employees and department representatives with entries in Inova
  • Asist with training departments in Payroll procedures
  • Oversee the upload of expense reimbursement data into Inova
  • Review the final pay for separated employees.
  • Mentor other Payroll staff members.
  • Review quarterly tax packet from payroll provider & help troubleshoot tax issues
  • Liaise with Pension actuary
  • Software update testing, review results independently
  • Assist with employee updates (direct deposit, W-4, Tax Changes, after tax deductions, etc.)
  • Assist with Payroll department filing, scanning, etc.
  • Assist with responding to, saving, and archiving department emails.
  • Perform other duties, tasks and special projects, as required.
Qualifications/Preferred Skills, Knowledge & Experience
  • Bachelor's degree in accounting, Business, or other related field from an accredited college or university
  • Five or more years of job-related experience
  • Ability to maintain confidential information
  • Intermediate to advanced Excel skills
  • Ability to learn and use various software packages.
  • Ability to use office machines (fax, copier, calculator, etc.).
  • Integrity and honesty.
  • Ability to use common sense understanding to carry out written or verbal instructions.
  • Strong organizational skills.
  • Ability to work independently or as part of a team.
  • Accurate and detail oriented.
  • Ability to maintain a positive public image for the department and County
Preferred Skills, Knowledge & Experience:
  • Bachelor's degree in accounting
  • Intermediate-level accounting and bookkeeping skills.
  • Five or more years of payroll processing experience
  • Understanding of PA Act 96 pension law
  • Ability to work with limited supervision.
  • Strong customer service skills.
  • Strong time management skills
  • Self-motivated
  • Comprehensive understanding of DOL rules, IRS/Tax laws.
  • Excellent detail/organizational skills.
  • Ability to multi-task.
  • Strong interpersonal skills.
  • Exhibits a willingness to learn new tasks.

Computer Skills:
To perform this job successfully, an individual should have:
  • Proficiency with all Microsoft Office Applications
  • Intermediate to advanced Excel skills
  • PeopleSoft Financial skills or the ability to learn PeopleSoft
  • Intermediate Internet skills (for research purposes)
Physical Demands:
While performing the duties of this position, the employee is frequently required to sit and talk or hear. Occasionally, the employee will need to stand; walk; reach above shoulder height; bend at the waist or work bent at the waist; and lift or carry items. On rare occasions, the employee will need to climb stairs.
