Budget Analyst I

This position requires an active Secret clearance.

Responsible for the control and coordination of all required actions to support the successful deployment, operation and management of staff and other personnel who may be funded for travel purposes. Perform various functions involving the control and distribution of funds in the financial systems for assigned Bureau appropriations and other funds executed. Serve as subject matter expert on-site with responsibility for help desk operations and resolution of travel issues.

Budget Analyst I Responsibilities Include:
  • Performs budget formulation activities involving the preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs that are incorporated into a consolidated budget request.
  • Performs budget execution analysis of obligations incurred and actual expenditures of different sources and types of funding, such as one-year, multi-year, and no-year appropriations; reimbursement funds; and transfers of funds from other agencies.
  • Provides financial advice, assistance, interpretation and guidance on budget related matters such as types of funding available, effects of budgetary changes, status and use of funds to the Budget Officer, Financial Manager, commanders, etc.
  • Uses automated financial management systems and computer-generated products as tools to accomplish financial management objectives.
  • Review, analyze, edit, and consolidate budget submissions.
  • Review and interpret legislation, appropriation language, policy, budget directives and estimates, apportionment requests, reprogramming actions and fund allocations to ensure compliance with Department guidelines.
  • Perform a wide variety of administrative and analytical duties to ensure the successful accomplishment of the budget program for the assigned appropriation area.
  • Perform budget review (e.g. compare, interpret, and analyze) for annual budget call relative to the regulations, directives and policies preparing internal guidance to use in developing an integrated budget.
  • Support (e.g. analysis, planning, and evaluation) program and project budget execution performance for Department direction and guidance aligning with the Bureau's mission assignment roles and expectations.
  • Monitor (e.g. financial integration, analyze, and report) program/project commitment, obligation, cost, and workforce status for planned objectives.
  • Provide data management support and updates, including tracking of the project progress, organization workload, and ensuring no duplication of project assignments.
  • Assisting with processing and distribution of paperwork for the directorate.
  • Updating organizational charts.
  • Attendance at weekly meetings to ensure any changes are addressed in directorate processes and operations.
  • Maintain databases for specific project tracking.
  • Collect the data and compile it into files compatible with department standards.
  • Performs other job-related duties as assigned
Budget Analyst I Experience, Education, Skills, Abilities requested:
  • Associates degree preferred and/or 5- 7 years' experience in budget and finance field.
  • Must be a US citizen and able to obtain/maintain a minimum a SECRET clearance.
  • Must be expert in the use of current Microsoft applications (MS Word, PowerPoint, and Excel) and SharePoint application.
  • Must be highly organized and have excellent oral and written communication skills to interface with personnel and other government agencies at all levels.
  • Demonstrated ability to handle multiple tasks simultaneously.
  • Demonstrated ability to communicate effectively orally and in writing.
  • Knowledge of office policies, practices, and procedures.
  • Experience working with databases and other financial systems.
  • Working knowledge of interagency agreements and Treasury processes.
  • Working knowledge of accounting, budgeting, and government financial processes.
  • Ability to work independently.
  • Maintains professional competence and specialized knowledge base by keeping abreast of emerging themes and best practices.
  • Knowledge of and skill in applying analytical and evaluate techniques in order to plan, schedule and conduct studies and analyses of financial/budgetary impacts and functions for programs.
  • Knowledge of substantive programs, goals, pertinent laws, and policies in order to analyze and assemble information; and knowledge of organizational techniques, systems and procedures to perform analytical studies.
  • Department of State experience preferred but not required.
  • Must pass pre-employment qualifications of Cherokee Federal
