The AFC Risk Assessment & NY Department of Financial Services ("NYDFS") Part 504 Execution Program Unit ("AFC-RAU") is a subunit within Apple Bank's (the Bank) AFC Department. The AFC sub-unit is a second line function that acts as a primary subject matter expert (SME) for managing the Bank-wide AFC Risk Assessment (RA) and annual NYDFS Part 504 programs. These programs, in accordance with all applicable regulatory and industry standards, adequately identifies, evaluates, and measures AFC risk exposures across multiple areas, including BSA/AML, Economic and Trade Sanctions ("Sanctions"), Anti-Bribery and Corruption ("ABC"), Fraud and the Bank's BSA/AML and Sanctions monitoring (per NYDFS Part 504 requirements). The Senior AFC Risk Assessment Analyst is a member of the AFC-RAU and is responsible for the daily operations within the AFC sub-unit.

Specifically, the Senior AFC Risk Assessment Analyst will assist the Head of AFC Risk Assessment and NYDFS Part 504 Execution Program in developing, managing and enhancing the Bank's AFC (BSA/AML, Sanctions, Counter-Terrorism Financing, Anti-Bribery and Corruption, and Fraud) RA program. The individual will provide day-to-day support and assistance relative to all aspects of the RA program. Duties will include assisting in the development of the RA framework and the execution of the Bank-wide AFC RAs by engaging with all lines of business and program wide AFC staff, analyzing risk and control documents, collecting and analyzing complex data sets, and producing reports necessary to support the successful achievement of RA program objectives. The individual will also assist in the annual execution of the Bank's enterprise-wide NYDFS Part 504 certification program.

ESSENTIAL DUTIES & RESPONSIBILITIES

The Senior AFC Risk Assessment Analyst will:
  • Assist in the development, maintenance, and execution of the Bank's AFC RA processes, particularly:
    • Assist in the planning, coordination, and management of RA activities as well as the monitoring and reporting activities as required.
    • Raise emerging issues with the Head of AFC Risk Assessment and NYDFS Part 504 Execution Program to ensure they are incorporated into the RA program as required.
    • Synthesize and analyze complex data sets from multiple sources to provide accurate and relevant information regarding the Bank's and its lines of business' risk profiles.
    • Assist with the ongoing enhancement of the RA framework; identify opportunities to improve methodology and promote consistency in RA practices, reporting processes and tools for ongoing RA activities.
    • Assist with conducting quality control reviews over RA outputs and communicate regularly with line of business personnel to ensure timely execution of RA tasks and completion of key milestones.
    • Assist with drafting synthetic reports or presentations to inform Senior Management, the Board of Directors, and other stakeholders.
    • Take responsibility for drafting significant sections of the RA Report.
  • Assist in the execution of the Bank's annual NYDFS Part 504 certification process.
    • Perform reviews of submitted documentation.
    • Prepare Status Update meeting materials.
    • Contribute during meetings with senior stakeholders to ensure understanding and coverage of regulatory requirements.


The Senior AFC Risk Assessment Analyst will also:
  • Perform other ad hoc duties as required to assist the Head of AFC Risk Assessment and NYDFS Part 504 Execution Program or other AFC subunits.
  • Build and maintain current, detailed knowledge of financial crimes compliance matters, regulatory requirements, and best practices relevant to the Bank's RA.
  • Apply independent judgment in the identification and escalation of key BSA-AML, Sanctions, ABC, and Fraud risks.
  • Display a high level of professional aptitude and standards.
  • Recommend improvements to process in areas of efficiency, control, and work product.
  • Participate in committee meetings, as necessary.
SKILLS, EDUCATION, & EXPERIENCE
  • Bachelor's degree required.
  • Minimum 3 years of experience in anti-financial crime, audit, risk management, or regulatory compliance for the financial sector.
  • Minimum 1 year of AFC Risk Assessment experience.
  • Excellent verbal, written, and interpersonal communication skills.
  • Excellent time management skills with strong focus on attention to detail.
  • The ability to work effectively in a team-fostered, multi-tasking environment.
  • Knowledge of key financial crime prevention laws and regulations (e.g., Bank Secrecy Act (BSA), as amended to include certain provisions of Title III of the USA PATRIOT Act, the requirements of the Office of Foreign Assets Control (OFAC) etc.).
  • An understanding of commercial banking and retail banking.
  • Strong analytical thinking and critical reasoning skills.
  • Strong writing skills.
  • The ability to prioritize a diverse workload with multiple deadlines.
  • Advanced working knowledge of Excel.
  • The ability to work independently, to effectively handle and successfully meet established deadline requirements.
  • Working knowledge of database management systems helpful
  • Professional certification (i.e. CAMS), a plus.
