JOB SUMMARY
Directs, plans, oversees, and evaluates all programs and services for the Division, including management of the Salt Lake County Redevelopment Agency. This includes short- and long-range strategic planning, talent management, fiscal accountability, quality management, and process improvement. Develops, recommends and implements strategic organizational policies and procedures. Performs/participates in high level policy development and implementation. Works in a close confidential relationship with the Supervisors and Elected Official.
RECOMMENDED QUALIFICATIONS
Bachelor's degree from an accredited college or university in Business or Public Administration, Economics, Finance, Urban Planning, Commercial Real Estate Development, or other closely related field, plus eight (8) years of related experience, of which two (2) years must have been supervisory or administrative; OR an equivalent combination of related education and experience. Education may not be substituted for the required supervisory experience.
CEcD (Certified Economic Developer) designation preferred.
A valid Driver’s License issued by the State of Utah may be required to operate a vehicle.
Additional minimum qualifications may be dependent upon licensure or certification related to specific job duties and responsibilities.
ESSENTIAL FUNCTIONS
Supervises and directs division personnel to accomplish the mission of the Economic Development Division in the areas of regional business retention and expansion, entrepreneurship, workforce development and small business development.
Provides leadership in achieving the goals of the County both internally with staff and externally with government entities, community organizations and others with which the County interacts.
Exercises budgetary oversight over the Economic Development Division’s annual budget; defines division objectives and operating plans.
Works cooperatively with municipalities, state and other stakeholders to maintain productive relationships and fulfill strategic regional initiatives.
Prepares regional economic development strategic plans and implements the plans and initiatives.
Identifies and promotes new business opportunities, improvements, and expansion of existing businesses and
Coordinates with private and public sectors regarding economic development
Provides economic information to private and public
Identifies business training opportunities to new and/or expanding small businesses.
Maintains active contacts with relevant agencies at all levels of
Researches and promotes available programs to businesses and the
Coordinates with chambers of commerce and economic development
Publishes informational literature and conducts research.
Forms pertinent partnerships for the purpose of promoting the County
Oversees administration of the Salt Lake County Redevelopment Agency. Attends all meetings relevant to economic development as assigned by

Interact effectively with various constituents, elected officials, and appointed persons
Work independently and on a team
Multi-task, manage multiple projects, establish priorities, organize workload and work effectively under deadline pressure
Supervise the collection, analysis, and interpretation of data
Ability to promote and advocate policy, goals, and initiatives
Negotiate complex issues having broad policy implications with a variety of stakeholders
Effectively apply general principles to specific situations and interpret and implement complex rules, regulations, policies, and procedures
Demonstrate proficiency with computer software related to the job specific duties
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
Work duties are typically performed in a general office setting. May require travel within Salt Lake County.
