Job Description

Savannah River National Laboratory's Global Security Directorate (GSD) is seeking a highly motivated individual to lead the development and execution of its portfolio supporting NNSA's Office of Global Material Security (NA-21). GSD is building on current capabilities to grow our support to GMS in the areas of international nuclear security, radiological material security, and nuclear/radiological material detection. The position reports to the Director, Portfolio Development Office, who is responsible for managing SRNL's overall NNSA NA-20 program.

Responsibilities

Major Duties/Responsibilities:

Maintain cognizance of sponsor needs, organization, personnel, missions, project execution and requirements. Provide routine feedback to program managers, project managers and principal investigators related to on-going work execution. Identify where SRNL capabilities and resources are not in balance with the needs of the NA-21 organization and lead efforts to fill these gaps. Proven demonstration of program management skills such as relationship building, strategic planning, financial management, teamwork development and excellent communication skills are required.

Develop strategic portfolio management plans including funding acquisition strategy. Develop and maintain relationships with NA-21 Front Office and Program Office's leadership. Provide effective program management and develop new concepts and proposals to support NA-21's mission space. Work closely with SRNL's NA-21 program managers and GSD's division directors to execute SRNL's NA-21 program scope. Develop relationships and collaboration strategy with other DOE National Laboratories to support NA-21 missions.

Provide mentoring to less experienced SRNL personnel. Identify staffing needs to support current and future activities and work closely with line management to fill the needs. Participate in working groups and committees across the DOE Complex as well as other federal agencies and U.S. universities and industries to enhance SRNL capabilities and/or address customer needs.

Qualifications

Minimum Qualifications:
  • Bachelor's degree in engineering or science with 12 years' experience serving in leadership positions for a U.S. Government agency, national laboratory, or contractor in nuclear nonproliferation, nuclear security, cyber assurance/security, radioactive material security, nuclear material detection, or response to nuclear or radioactive material incidents.
  • Prior experience working with NA-21.
  • Proven ability to develop and communicate effective concepts and strategies.
  • Outstanding communication skills, both written and verbal.
Preferred Qualifications:
  • Bachelor's degree in engineering or science with 15 years' experience serving in leadership positions for a U.S. Government agency, national laboratory, or contractor in nuclear nonproliferation, safeguards, nuclear security, cyber security, radioactive material security, nuclear material detection, or response to nuclear or radioactive material incidents.
  • Possession of a DOE Q security clearance.
