Traffic Engineering Performs various tasks related to traffic design, operations, and safety.

Typical tasks will involve performing field reviews, data collection and analysis to provide recommendations to improve safety and mobility for all road users.

Produce construction plans and review traffic design plans (such as traffic signals, signing and pavement markings, and Intelligent Transportation Systems).

Performing traffic operations and safety reviews to implement low-cost safety and operational improvements at intersections and along corridors.

Acts as project manager for a variety of construction, engineering, Capital Improvement Plan, and other projects related to public infrastructure, such as transportation, water, wastewater, storm water, reclaimed water, and related civil engineering projects. Manages activities of project engineers, contractors, consultants, and other staff. Provides direction during the planning, design, land acquisition, and construction phases of assigned projects to assure a quality project is produced in a timely and cost-effective manner. Prepares construction plans, specifications, engineering reports, and cost estimates for projects related to area of assignment. Performs intermediate to complex engineering design, review, and capital improvement program planning and implementation work, depending on qualifications. Prepares, signs, and seals documents for outside agencies, if properly licensed. Depending on area of assignment, position has considerable contact with County officials, contractors, engineers, and other internal and external contacts, requiring excellent public relations skills.

Working Conditions Typical indoor office environment. Periodic outdoor field work required, possibly in adverse weather conditions. Sitting for long periods of time, working on computer. Lifting equipment or supplies up to 25 pounds alone and up to 50 pounds with assistance. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds. Occasionally required to drive County vehicles as part of the duties of the job. Occasionally required to work other than normal business hours. Essential Functions These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position. All Areas of Assignment Reads and interprets engineering plans and specifications and uses engineering techniques in the solution of problems associated with area of assignment. Coordinates preparation, review, and research for development projects to ensure compliance with the Comprehensive Plan, Land Development Code, and county design standards. Prepares complete construction plans and specification and bid packages. Attends pre-bid conferences. Inspects construction in the field. Estimates project costs, negotiates change orders, and checks and approves contractor payments. Signs and seals drawings and other pertinent documents, if properly licensed. Prepares and maintains necessary records, reports, and correspondence. Provides testimony for public hearings. Sr Project Engineer coordinates design and project management requirements and leads daily activities of a small team. Depending on area of assignment, may have more extensive supervisory responsibilities. Project Engineer II may assign and monitor day-to-day work of technical staff. Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting area of expertise. Upon approval, attends educational events that will increase professional knowledge and be otherwise beneficial to the County. Performs other related work (including weather or other extreme emergency duties) as required. All Levels: If assigned to RTMC Traffic Signal Timing area of assignment, Professional Traffic Operations Engineer (PTOE) certification desired. Valid driver license required, with valid Florida driver license required within 30 days of hire. Project Manager Individuals without P.E. licenses will be assigned to the Project Manager job title. Associate's degree in civil engineering or related field. Three (3) or more years of progressively responsible experience in the planning, design, and/or construction of public and/or private infrastructure/building/site development projects. Prior budget management experience desired. Project Engineer I Bachelor's degree in civil engineering or related engineering field. Four (4) or more years of engineering experience related to area of assignment, to include progressively responsible experience in the planning, design, and/or construction of public and/or private infrastructure/building/site development projects.

Prior budget management experience desired. Current Florida Professional Engineer (P.E.) License required for Project Engineer positions.

Out of state P.E. licenses must be transferred to Florida within one (1) year of hire date. Prior budget management experience desired. Prior experience as Engineer of Record desired. Project Engineer II Bachelor's degree in civil engineer or related engineering field. Current Florida Professional Engineer (P.E.) License required for Project Engineer positions.

Able to resolve situations and problems of a difficulty and complexity commensurate with experience. Knowledge of and experience in engineering, design, permitting, preparation of construction plan sets, and specification and bid packages commensurate with experience. If assigned to Traffic Signal Timing, knowledge and understanding of traffic signal timing development and implementation, NEMA Traffic Signal Controllers (Naztec 980, 980 ATC), Traffic Management Center Operations, and Adaptive Traffic Control Systems commensurate with experience. Knowledge and understanding of regulatory compliance necessary to successfully perform job responsibilities. Depending on area of assignment, this includes SWFWMD and/or FDOT rules and regulations. Knowledge and understanding of computer systems and software applications required to perform job duties. Depending on area of assignment, this includes records software, stormwater modeling software, AutoCAD, Civil3D, GIS, traffic signal analysis packages, and/or ATMS.now Central Software. Good verbal and written communication skills, public presentation skills, and interpersonal skills in order to interact professionally and effectively with staff, management, business leaders, community partners, and other stakeholders. Able to explain, and possibly influence others, regarding facts, policies, and practices. Capable of working with a level of independence and supervision commensurate with experience.
