General Summary:
Under general supervision, is responsible for the onboarding process for new employees, benefits administration and explanation, FMLA/long-term leave, and exits for all employees as assigned.

Essential Functions:
  • Supports and upholds the mission, vision and strategic goals of Lexington County School District One.
  • Effectively interacts, communicates and collaborates with all stakeholders.
  • Facilitates the employment and onboarding process with new hires as assigned to include communication of all job assignment details, compensation, benefits and leave, and all other employment paperwork. Answers all employment related questions or directs new hires to where to find any needed information. Informs new hires on various district policies and procedures as well as familiarize them with the benefits and retirement options available to them
  • Responsible for the issuance of certified contracts to new hires as well as a terms of employment document for new hires or current employees with changes in employment status.
  • Completes all necessary data entry for new employees to begin the personnel records and files. Maintains accuracy and completion of employment onboarding paperwork in a timely manner. Responsible for obtaining all required state and federal documents for such files.
  • Prepares information on all permanent employee recommendations and exits for monthly School Board meetings.
  • Determines eligibility for benefits and ensures compliance with all applicable state and federal guidelines and regulations. Responsible for Affordable Care Act (ACA) tracking, record-keeping and submitting annual mandated 1095-C to employees, retirees, and the IRS.
  • Processes and maintains employee benefits and payroll information which involves such duties as verifying employee benefits elections, terminations, new hires, leave without pay, disability, COBRA (Consolidated Omnibus Budget Reconciliation Act), retirement elections and transactions.
  • Coordinates annual/open enrollment.
  • Schedules and conducts Family and Medical Leave Act conferences with employees in accordance with District policy and the Family Medical Leave Act (FMLA).
  • Prepares, completes, collects, and tracks all FMLA and long-term leave cases and maintains all District FMLA and long-term leave records.
  • Works closely with the Department of Fiscal Services in completing, maintaining, and updating short-term and long-term leave forms and disability applications. (i.e. Colonial Life and State Retirement System).
  • Monitors and advises all Medicare-eligible employees of their options.
  • Handles death claims and counsels survivors of their options.
  • Prepares and maintains data for research and completion of state and federal reports and surveys.
  • In conjunction with HR Coordinator, maintains employment information on all international employees and verifies work visas and expiration of visas.
  • Provides benefit exit information and/or meets with employees leaving the district through resignations, transfers and terminations. Conducts exit meetings with all retirees.
  • Processes all insurance terminations; determines and handles COBRA eligibility and related correspondence.
  • Provides benefits support to all employees and coordinates daily benefit processing.
  • Assures timeliness and accuracy of required filings; makes necessary corrections within a timely manner.
  • Handles confidential documents and information in an appropriate manner.
  • Ensures documentation is correct for internal and external audits.
  • Provides and coordinates annual retirement seminar for district employees.
  • Supports system for record retention for all employee records.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Assists with Office of Human Resources events such as Teacher Recruitment Fair, New Employee Orientation, and Induction Teacher Institute.
  • Establishes a safe, supportive, positive, and productive working and learning environment.
  • Participates in all professional meetings and training sessions as required.
  • Effectively uses personal technology devices and software applications for the management of pertinent information and communication.
  • Performs other related duties as required.

Minimum Education/Work Experience:
  • Associate's Degree or above

Preferred Qualifications:
  • Bachelor's degree
  • Human Resources experience or certification
  • Benefits Administration experience or certification
  • Experience onboarding new hires
  • Knowledge of all pertinent federal and state regulations, filing and compliance requirements, both adopted and pending, affecting employee benefits programs
  • Experience with working systems: Business Plus, Frontline, PEBA, etc
  • Experience processing and tracking leave in accordance with the Family Medical Leave Act
  • Evidence of advanced technology skills; especially with Google Suite
  • Demonstration of excellent customer service skills and works positively, effectively, and ethically with stakeholders
  • Experience with leading and facilitating virtual and in-person training
  • Excellent communication skills - both written and verbal
  • Ability to demonstrate the capacity for extensive independent decision-making and handle multiple complex tasks simultaneously.

Knowledge/Skills:
Knowledge of the policies, procedures, and activities of the school district that pertain to the specific duties and responsibilities of the position. Knowledge of school policies, procedures, and operations. Ability to demonstrate proper maintenance, safe operation, and utilization of equipment, materials, and supplies used in daily activities. Ability to maintain high standards of accuracy in exercising duties. Ability to anticipate work to be completed and to complete work without the need for direct supervision. Ability to maintain confidentiality of employee and student records and information. Ability to interact and communicate effectively and professionally with supervisors, co-workers, teachers, students, and the general public.

Working Conditions:
Duties are performed in an office setting with no significant exposure to adverse environmental conditions. Physical demands are restricted to work requiring occasional lifting/moving of items up to twenty-five pounds. Occasional travel is required; no overnight travel required.

Responsibility:
No direct budgetary responsibility.

Evaluation:
Performance of this job will be evaluated annually in accordance with provisions of the School Board's policy on Evaluation of Support Personnel.
