Loan Review Manager plays a critical function within financial institutions, providing transparency to both Senior Management and the Board on how credit risk is being managed. An effective Loan Review process provides an independent, objective validation of the level of credit risk being accepted by the bank and serves as an "early warning" indicator as risk increases. Loan control function is spread over three functional areas within the institution; Credit Administration, Audit, and Loan Review. Loan Review is the mainstay of internal control of the loan portfolio. Periodic objective reviews of credit risk levels and risk management processes are essential to effective portfolio management. The Loan Review function must be completely independent of loan origination in the bank and be effectively and independently administered. Findings of the Loan Review process to have direct, unimpeded path to the Board of Directors or a committee thereof.

The position of Loan Review Manager reports to the Director and in some cases to the Chief Credit Officer and Audit Committee. The Loan Review Manager must maintain independence while gathering and analyzing credit information on existing borrowers; performing reviews of bank's loans to in order to assess the level of risk in the credits; identifying weaknesses in credit relationships; suggesting workout alternatives for problem credits; assessing compliance with all Bank policies and procedures, as well as, all applicable state and federal banking regulations; and completing special projects at the request of the Loan Review Manager or the Audit Committee.

ESSENTIAL DUTIES

The duties listed below may not include all responsibilities that the person in this role may be asked to perform. Incumbent may be required to perform other related duties as assigned.

1. Manages a staff of reviewers, providing leadership and supervision. Helps implement the annual loan review program.

2. Reviews the staff's loan results, edits the documentation when needed, and summarizes the findings for the Loan Review Director.

3. Reviews mid-size to large loans of moderate to high complexity.

a. Ensures the accuracy of risk grades assigned by lender;

b. Reviews quality of credit underwriting;

c. Analyzes financial condition of the borrower;

d. Reviews payment history of credit;

e. Identifies deviations from loan policy guidelines;

f. Confirms proper documentation obtained;

g. Ensures compliance with relevant banking laws and regulations;

h. Confirms borrowers' compliance with loan covenants;

i. Requests additional information as needed; and

j. Discusses findings with lending officer and senior lending management, as needed.

4. Writes financial reviews and reports; makes recommendation on risk ratings, loan structures, and terms to loan officers.

5. Monitors loans for compliance with bank policies and procedures, as well as US banking laws and regulations.

6. Monitors for financial and credits exceptions and provides lending officers with a list of exceptions that require correction.

7. Source of information for the bank regarding the financial industry; economy; market conditions; rates; vendors; competition; and laws, regulations, and regulatory requirements (bulletins, issuances, etc.).

8. Complete review audits on various areas of lending including specific loan types, OREO, special assets, allowance for credit losses (ACL) and other lending areas.

9. Completes and reports quarterly to senior management and other personnel on various areas, including grade changes, underwriting trends, and other credit risk trends.

10. Develops and maintains information on financial industry, the economy, market conditions, rates, competition, and law, regulations and regulatory requirements

11. Assist other individuals in the loan review department with processes, projects, or other tasks.

12. Assumes responsibility for special projects and gathers data and prepares reports for senior management, audit, and other personnel.

13. Provide support for Loan Review Director as needed.

BANK SECRECY ACT (BSA)

All employees of Vantage Bank Texas, herein referenced to as the "Bank", must comply with the terms of the BSA Policy upon acceptance of this position. The primary responsibility for enforcement of this policy and its operating procedures rests with the BSA/AML/OFAC Officer. However, it is the responsibility of each employee to take the required BSA training modules and become familiar with and adhere to the Bank Secrecy Act, Anti Money Laundering and Office of Foreign Asset Control Policy.

Requirements

These specifications are general guidelines based on the minimum experience normally considered essential to the satisfactory performance of this position. The requirements listed below are representative of the knowledge, skill and/or ability required to perform the position in a satisfactory manner. Individual abilities may result in some deviation from these guidelines.

  • Bachelor's degree or equivalent from a college; or the equivalent combination of education and experience. Work related experience should consist of a financial analyzing or lending background. Educational experience, should be business or financial industry related.
  • 8+ years of experience in the field or in a related area and have some specialized training pertinent to loan review or credit underwriting.
  • Advanced experience, knowledge and training in all bank lending and operational activities and terminology.
  • Advanced skills in computer terminal and personal computer operation; mainframe computer system; word processing, spreadsheet and specialty software programs.
  • Ability to read, analyze and interpret regulatory reports (reports of examinations, bulletins, etc), professional journals, and technical procedures.
  • Ability to effectively present information and respond to questions from groups of managers, customers, and members of the general public.
  • Basic skills in word processing and spreadsheet software.
  • Advanced math skills
  • Understands personal and commercial financial statements
  • Well versed in banking laws and regulatory requirements. Can simplify complex legalities, bulletins, issuances, etc. into understandable terms.
  • Ability to work general supervision while performing duties.
