JOB SUMMARY

The Construction Loan Funding Manager is responsible for monitoring the progress and fundings of construction loans through review of the approved construction documents and third-party inspection/progress reports for the bank's commercial and residential construction portfolio. Acute attention to detail and understanding of construction documents and third-party inspection/progress reports is vital to determine the quality and quantity of the construction progress/schedule. Construction Advance Requests are to be reviewed and approved based on percentage of completion to maintain the appropriate Loan to Cost and Value during the respective construction phase(s). Regular site visits are encouraged to monitor the progress, operation and activities of the construction project.

ESSENTIAL DUTIES

The duties listed below may not include all responsibilities that the person in this role may be asked to perform. Incumbent may be required to perform other related duties as assigned.

1. Supervise a staff of analysts, providing leadership, training and guidance.

2. Perform regular audits of the staff's work, review documentation when needed, and check for compliance with policies and procedures.

3. Serve as a Subject Matter Expert in construction loan administration.

4. Manage the onboarding, monitoring and tracking of construction loans on Construct.

5. Build and sustain constructive proactive relationships with Lending staff.

6. Collection and review of Construction Documents; including but not limited to, specs, plans, drawings, cost breakdown, construction contract, pay apps, lien waivers and general conditions.

7. Review of documentation based on loan approval and/or loan policy

8. Engage and Review Third Party Inspection/Progress Reports and photographic documentation

9. Review and approval of Builder Profiles to determine experience and knowledge of industry standards and code compliance

10. Review of Payment Applications approved by all respective parties and Schedule of Values to determine appropriate draw requests, subject to T-3 Endorsements, applicable Change Orders

11. Review of Certificates of Insurance; including but not limited to, Builder's Risk coverage, General Liability and Workman's Compensation

12. Review of property surveys for boundaries, pre-slab and as-built to comply with easements and restrictions, plans and specs and final appraised value

13. Review of final loan documentation; including but not limited to, Unconditional/Conditional Waiver and Release on Final Payment, Affidavit of Completion, Affidavit as to Debts and Liens, Certificate of Occupancy to make appropriate determination of releasing retainage

14. Follows policies and procedures; completes administrative tasks correctly and on time; supports the Bank's goals and values; benefits the bank through outside activities

15. Assures compliance with all Bank policies and procedures, as well as all applicable state and federal banking regulations, which include BSA, CIP, and OFAC requirements as they apply to this job title/position

16. Train staff on borrowing entities and entity documentation

17. Manage the reconciliation of various loan related general ledger accounts.

18. Provide support for Loan Review Director as needed.

Requirements

QUALIFICATIONS

These specifications are general guidelines based on the minimum experience normally considered essential to the satisfactory performance of this position. The requirements listed below are representative of the knowledge, skill and/or ability required to perform the position in a satisfactory manner. Individual abilities may result in some deviation from these guidelines.

  • Bachelor's degree or equivalent from a college; or the equivalent combination of education and experience. Work related experience should consist of a financial analyzing or lending background. Educational experience should be business or financial industry related.
  • 8+ years of experience in the field or in a related area and have some specialized training pertinent to credit and loan processing activities.
  • Advanced experience, knowledge and training in all bank lending and operational activities and terminology.
  • Advanced knowledge of title policies and related loan regulations such as RESPA, HMDA and other Bank lending policies on loans to directors.
  • Advanced skills in computer terminal and personal computer operation; mainframe computer system; word processing, spreadsheet and specialty software programs.
  • Advanced math skills
  • Ability to effectively present information and respond to questions from senior managers, customers, and peers.
  • Ability to deal with difficult problems involving multiple facets and variables in non-standardized situations.
  • Good organizational and time management skills.
  • Ability to work general supervision while performing duties.
