If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years. Qualifications Federal experience is not required. Specialized experience for this position includes demonstrated knowledge and skill in applying analytical and evaluative techniques, both qualitative and quantitative, to projects and studies concerning the efficiency and effectiveness of program operations; experience should include recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures. Experience using knowledge of work processes, operations, and programs to perform studies and evaluations, and make recommendations for changes and improvements (i.e., financial reporting issues); Experience using knowledge of management principles and processes to perform project management duties and effectively coordinate and integrate project objectives; skill in applying communication techniques sufficient to present plans and proposals convincingly and negotiate. OR You may qualify based on education as follows: A Ph.D. or equivalent doctoral degree in a field of study demonstrating the knowledge, skills and abilities to do the work of this position. OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a field of study demonstrating the knowledge, skills and abilities to do the work of this position.
