POSITION SUMMARY

The primary purpose of this position is to assist with the direction and management of the Housing Choice Voucher Program (HCVP). The incumbent is responsible for the day-to-day management of operations for the Housing Choice Voucher Program, including Housing Programs (leasing and recertification), Customer Relations and the Family Self-Sufficiency program. This position supports the Director of HCVP in all activities and serves in his/her stead as needed. The incumbent assists in the development of and oversees compliance with internal operating procedures that establish a customer service oriented approach to managing the Housing Choice Voucher Program.

All activities of the Deputy Director, HCVP must support DCHA's strategic goals and objectives and produce results that accomplish the goals of the Housing Choice Voucher Program.

ESSENTIAL DUTIES AND RESPONSIBILITIES

•Supports the Director of HCVP in all departmental activities and serves in his/her stead as needed
•Assists in the development and oversight of the department's strategic goals, operating procedures and budget planning processes
•Oversees the day-to-day administrative and operational management of the Housing Programs (leasing and recertification), Customer Relations and Family Self Sufficiency divisions, demonstrating commitment to constant improvement, monitoring workflow to assure maximum productivity and making sound decisions on resource allocations
•Develops and implements processes that ensure that HCVP maintains a quality customer service oriented approach and monitors staff's implementation of this approach in carrying out their duties (for example maintaining response time for phone and e-mail inquiries), attempting to meet reasonable requests, and make reasonable accommodations whenever possible; responds timely to a variety of e-mails, mail, phone calls and/or walk-in inquiries
•Ensures compliance with all federal, local and Authority regulations, policies and procedures
•Conducts an ongoing review of budget expenditures; and submits related reports
•Analyzes and resolves complex, precedent-setting problems, keeping the Director informed of potentially controversial findings, issues, or problems with widespread impact; and meets with senior management officials to present findings, explain the significance of conclusions, justify recommendations, and answer questions related to the Housing Choice Voucher Program
•Ensures appropriate, up-to-date electronic and hardcopy recordkeeping; directs the timely and accurate preparation of all required reports
•Develops and utilizes quantitative and qualitative measures for evaluating the performance of each subordinate employee and the performance of the division, highlights issues with staff as concerns arise; and develops and implements procedures for the routine collection of information for these measures
•Through subordinate managers/supervisors, supervises and effectively utilizes HCVP employees, including: assigning and reviewing work; utilizing personnel to accomplish work objectives and to develop increased capabilities of employees; rating employee performance in accordance with established standards; recommending personnel actions; interviewing and selecting new employees; approving/disapproving leave; investigating complaints and resolving differences between employees and groups of employees; and providing for training and giving such other guidance as needed to assure the expeditious accomplishment of work and the development and maintenance of competent staff
•Ensures that the operating procedures for all activities of HCVP are completely documented and that documented procedures are updated and revised as necessary
•Communicates management's position and DCHA information to employees
•In consultation with the Director, plans routine operations, special projects and new and improved activities; reviews and approves work plans; and confers with subordinates to develop properly structured activities with clearly delineated tasks, responsibilities, reporting requirements and timeframes
•Monitors and evaluates departmental operations and activities for efficiency, effectiveness and compliance with policies and procedures; analyzes existing work methods and management techniques employed to determine if they provide maximum efficiency and effectiveness; and recommends revisions as necessary
•Performs other related duties as assigned

Minimum Requirements

EDUCATION & EXPERIENCE

Bachelor's degree from an accredited college or university in real estate, public administration, management, business or related field; and a minimum of five (5) years progressively responsible experience in public housing or assisted housing management, with at least two (2) years experience in a supervisory capacity; or other equivalent combination of education and experience which meet minimum qualifications requirement may be substituted. Experience with HUD programs, low-income housing or multi-family housing is required.

The District of Columbia Housing Authority (DCHA) conducts pre-employment screening on specified positions, which may include but is not limited to a criminal background check, drug and alcohol testing, verification of academic credentials, licenses, and certifications, and/or verification of work history.
