Washington, United States Deputy Mayor for Education Full time

This position is located in the Office of the Deputy Mayor for Education, Workforce Investment Council (WIC). The Policy and Compliance Manager will report to the Associate Director of Performance and Impact and will be responsible for the development, implementation, and oversight of WIOA performance and policies that support workforce development in the district.

**Duties and Responsibilities**

Conducts in-depth research and analysis of policy issues. Presents critical findings and recommendations on WIOA and workforce-related policies and regulations, and their effect on the district’s workforce system. Assures that policy issues and recommendations are well-defined and recommends needed amendments to policies and/or regulations and other rules.

Serves as the project manager for large and complex project assignments. Organizes, plans, and coordinates a wide variety of activities in support of project assignments. Has authority and responsibility for the successful completion of the project, as delegated by the supervisor. As appropriate, develops comprehensive, long-range schedules showing the sequence of tasks, target dates and persons responsible for the various activities, which must be coordinated over the duration of identified projects.

Works closely with the Associate Director, Deputy Executive Director, One Stop Operator and AJC mandated partners related to workforce policy and compliance. Reviews, writes, and facilitates WIOA-mandated annual American Job Center Memorandum of Understanding including Resource Sharing Agreements. Oversees required American Job Center certification including the process of approval and monitoring implementation of certification-approved activities.

Provides interpretation, explanation, and training on national and local policies. Develops instructional materials for agency partner staff. Develops, organizes, and conducts training on workforce development methods, policies, and procedures. Conduct research on existing policies to determine their effectiveness or need for updating or modification to stay on pace with changing economic conditions. Develop new policy recommendations aligned with changing economic conditions.

Has primary responsibility for overseeing the development of the District’s WIOA State Plan including facilitating the crafting and editing of the narrative, planning stakeholder meetings, Workforce Board and other leadership briefings and Plan submission. Reviews and tracks implementation plan and develops quarterly reporting on plan progress for the district’s workforce board and WIC leadership.

Develops tools and products to track and report progress and prepares reports for leadership, including the WIC Executive and Deputy Executive Directors, Deputy Mayor for Education, WIC Board, and Mayor.

**Qualifications and Education**

Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position and includes researching and writing and is able to synthesize complex bodies of knowledge for stakeholders and the public. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Specialized experience includes: The ability to translate analyses into written products for diverse levels of audiences. Strong communication and presentation skills and the ability to communicate complex ideas to diverse audiences, particularly in a virtual environment. A minimum of 7 years of experience in workforce development. Deep working knowledge of the Workforce Investment and Opportunity Act with experience in understanding the policies that support the Act. Advanced knowledge and relevant experience related to workforce and economic policy development. Mastery of and skill sufficient to lead the project management and content development and updating of policies. Ability to research and propose solutions to workforce system issues that may require policy development. Mastery of wide a range of workforce policies, regulations and precedents which govern the inspection, compliance, and enforcement responsibilities on the part of the WIC.

**Salary Range**:$93,069 - $119,916 Per Annual, based on funding.

**Duration of Appointment**: Career Service - Term Appointment **not-to-exceed 13 months.**
